Minutes
Call to Order and Quorum Determination: Erik Nelson, Chair called the meeting to order at
3:33pm and welcomed all participants. Member participants represented a quorum.
1. Meeting Procedures: Bren Schweitzer read the meeting procedures for the PTAB
meeting.
2. Approval of Agenda: A motion was made by Many Guiterrez and second by Joni
Tschetter to approve the March 2024 PTAB Agenda. Motion passed.
3. PTAB Meeting Minutes: A motion was made by Allen Svennes, a second by Jaime
Johannesen to approve the February 2024 PTAB Minutes. Motion passed.
4. Public input on non-agenda items:
Robert Elliott had questions about the pilot micro transit zone and where to access this
information. Bren clarified that he is doing the right thing by tuning into the meeting and that
micro transit will be deployed on April 15, 2024.
Unfinished Business:
5. Microtransit Zone Approval (Action Item)
Zone 1 – Southeast Corner
Joe Martin, on behalf of Via, explained that the pilot zone was selected in partnership with City
staff, Via, and Sioux Area Metro. He explained that this zone can cover the greatest number of
residents that are not located in close proximity to a fixed route. Other factors in this decision
included employment numbers, single-vehicle households, density, etc. Riders in the area will
be able to book a ride only in the mapped area. Coordination is still ongoing for marketing
efforts, posters, and social media campaigns. Push notifications for those who are already
receiving Everbridge notifications from Sioux Area Metro will be sent as well as communication
available from the SAM app.
A motion was made by Allen Svennes and second by Joni Tschetter to approve the
selection for this pilot project. Motion passed.
6. Public Engagement – Fixed Route Redesign
Timeline for future route and system presentations
April 22nd PTAB - Bring suggested route updates forward
May 6th Public Engagement
May 8th Advertise Notice of Public Hearing on Redesign
May 20th Public Hearing on Redesign – PTAB
June 4th City Council action
Joe told the team that fixed route changes are being worked on. The Transit Development
Plan’s suggestions are being considered in this redesign. Via will work to gather comments and
input at the above-mentioned engagements.
New Business:
7. SAM General Manager Update
Via is working on hiring a new manager. The position is currently open to applicants on Via’s
website.
8. SAM Safety Plan Update (Action Item)
Kevin Hansen presented the updated SAM safety plan has been. This document is required to
be updated every three years as provided by the Federal Transit Administration. There has
been coordination between all the disciplines involved.
A motion was made by Jaime Johannesen and second by Allen Svennes to approve the
updates to the safety plan. Motion passed.
9. Triennial Review Process.
Bren clarified that the greatest portion of the documents have been submitted to the contractors.
We are waiting for the EEO updated plan from SAM/Via for the final submissions. The
contractors will then work with our team on any additional requested information.
10. Operations Report
Glenn clarified that the tables and charts presented are to be expected as the new format for
board meetings. 20/26 vehicles have been installed with automatic passenger counters (APC’s).
The reason the remaining six do not have APC’s is that these were slated to be replaced. They
have not yet. It is not efficient to add new equipment to the vehicles that are at their ‘end of life’.
