Facilitator - Chair Quorum Determination Public Transit Advisory Board Member Participants: Joni Tschetter, Jaime Johannesen, Bailey Abbott, Erik Nelson, Al Svennes PTAB Board Members Absent: Manny Guiterrez Staff Participants: Glenn Wright, Bren Schweitzer, Tierza Lanham, Joe Martin, Emily Shapiro, Kevin Hanson, Stephen Kendall, Steve Kovacs, Torin Kalberg, Sarah Jessica; Megan Forster Fourteen members of the public attended in-person/virtually. Call To Order Call to Order and Quorum Determination: Jaime Johannesen, Chair called the meeting to order at 3:30pm and welcomed all participants. Member participants represented a quorum. Meeting Procedures - City Staff Bren Schweitzer read the meeting procedures for the PTAB meeting. Approval of Agenda - (Action Item) Chair A motion was made by Svennes, a second by Abbott to approve the October 2024 PTAB Agenda. PTAB Meeting Minutes (Action Item) Chair A motion was made by Tschetter, a second by Abbott to approve the September 2024 PTAB Minutes. Introductions Torin Kalberg was introduced as the new General Manager for Sioux Area Metro. Public input on non-agenda items - Chair Six members of the community shared concerns and questions with respect to the On-Demand service. Concerns included, but not limited to: • Wait time and the use of different vehicles for the same location for more than one passenger. (This is due to space limitations on the vehicle) • Paratransit wait times are outside of the allowable time. • Inability to use On-Demand for appointment due to no available rides. • App challenges – and non-accessible destination routes. • Change of Bus Routes and inability to on-demand where the routes once ran due to no vehicles available. • Paratransit window limit resulting in penalization/Reimbursement policy? • Timing of On-Demand request to the time of needed ride. Cannot book early in the same day. • Glory House has had positive experiences. • Contact support@siouxfallstransit.com for assistance. Unfinished Business a. Update on SAM Redesign (Informational) Staff: SAM/Via After 10 weeks of city-wide On-Demand and six weeks of the fixed route redesign, Emily presented an update to these implementations. . • Strong increase in ridership, some of which may be a result of the free rides. • Ridership by routes was presented. The 30-minute routes are producing the greatest ridership, followed by peak ridership @ 30 minutes, and then 60-minute routes. • Productively is approximately 15.7 passengers average per hour, up by 1, this has also resulted in decrease in cost per ride from $17.46 to $16.61. • Demand Response – 13,568 rides met as of 10/21, which is 92% of requested, with 95% OTP (On-Time Performance). • Efficiency increase is 43.8%. • On-Demand availability – actions taken: o Adding additional shifts and vehicles to the fleet o On-Time Performance has improved due to these changes. o Commingling of Paratransit and Microtransit Rides will increase efficiencies. This went live last week. o Continue to analyze fixed route data for slight changes on time points, etc. • Further support is available at www.support@siouxfallstransit.com Additional board and community questions followed. Board member Abbott requested a document before the November board meeting of Best Tips and App Updates. Website changes – City of Sioux Falls/Sioux Falls Transit: www.SiouxFalls.gov and www.SiouxAreaMetro.info New Business Operations Report a. SAM Operations Report - September (Informational) Staff: Glenn Wright September Operations Update: 44,008 Rides – Fixed Route +4% 3,906 Rides – Paratransit Rides -1% 5,074 Rides – On-Demand Total Rides: 52,988 rides; increase of 8% 9/2023; YTD + 7% Bren reminded all that we are transitioning the agenda and minutes to the city’s On- Base platform. Future agenda notices will include the link to the documents and virtual links. Adjourn Motion by Svennes, a second by Nelson to adjourn at 4:45 PM.
