Board Member Tschetter seconded the motion. . Motion to approve the February 2025 PTAB Agenda. Motion Passed. PTAB Meeting Minutes - Chair Board Member Joni Tschetter made the motion to adopt. Board Member Gutierrez seconded the motion.  Motion to approve the January 2025 PTAB Minutes. Motion passed. Unfinished Business . 2/3/2025 Change Day Update Staff: SAM/Via Team The Operations report for January has been included in this update. Fixed Route and Paratransit ridership was level, with On-Demand ridership at 7,309, resulting in an overall increase in ridership of 14% Paratransit OTP is at 95%, with the length of a paratransit rides averaging 20 minutes. New Business . On Demand No-Show Policy Staff: Torin Kalberg To be consistent with the Paratransit system, an On-Demand No-Show policy was presented for consideration. This policy reflects the consequences for various number of no-show events. With this, there will be suspension of services. 3 No Shows in 30 days = 1 week suspension 6 No SHows in 60 days = 2 weeks suspension 9 No-Shows in 90 Days = 6 weeks suspension Contesting this policy is possible through a process. This policy will be posted on the SAM website: www.siouxareametro.info Notification of suspension will be made by the SAM App/texting system Board Member Royal Sonsalla made the motion to adopt. Board Member Gutierrez seconded the motion. Motion Passed. . MPO 5310 Application Review Staff: Sean Heygi Sean reviewed the parameters to have an MPO. MPO processes recommend consideration for non-profit and private programs allowance for transportation funding from federal dollars. $450,000 funding is available to these entities through the application process. Staff has met and reviewed the applications. A total of $850,000 was requested by 7 applicants. Staff recommendations will be taken through the MPO committee  processe before sending recommendations to the South Dakota DOT for final approval. In approximately May SDDOT and FTA will make the final decision in the awarding of the $450,000 in available funds. Operations Report . January 2025 Operations Report Staff: Glenn Wright/Torin Kalberg Ridership for January 2025: Fixed Route 41,212 2024:41,537 Paratransit: 4,024 2024: 4,117 On-Dema 7,309 2024: 276 Total Rides 52,545 2024: 45,930 Para OTP 94.2% 2024: 97.6% Public input on non-agenda items - Chair Brett questioned why public input was moved to the end of the meeting. Chair Jaime indicated it would allow more time for questions as questions may be answered during the presentation. Wendy questioned pedestrian crossing at the One-Stop location to access Avera ER. We will work with Public Works on this. She also questioned if All-Day fare passes could be purchased from bus drivers. Mike questioned the ability to pre-schedule On-Demand service. Same-day service only is available with On-Demand. He also questions the flexibility in the wait-time notifications; various factors can change this, from manifest changes to train and traffic factors. Joni complimented the drivers and felt they were very safe. Adjourn Board Member Kelly Cleveringa made the motion to adopt. Board Member Tschetter seconded the motion.
