Minutes of the November 12th, 2025 Meeting of the Marina Committee – Approved 1 MARINA COMMITTEE MEETING MINUTES 2 Wednesday November 12th, 2025 3 (Approved) 4 5 Agenda Item No. 1. The November 12th, 2025 meeting of the Marina Committee was called to 6 order by White at 10:00A.M. 7 8 Present: Brigid White, Chad Kodanko, Kevin Grant & Pat Duffy 9 10 Absent: Patrice Champeau 11 12 Staff: Marina Manager - Dave Lienau, Assistant Manager - Sam Jordan 13 14 Others: John Blossom, Nikolas Dokolas, Marley Inksetter, Merih Bayirli, Laurie Zelnio 15 16 Agenda Item No. 2. Approval of the Agenda 17 18 A motion was made by Grant, seconded by Duffy that the Agenda for the November 12th, 2025 meeting of 19 the Marina Committee be approved as presented. Motion carried – All ayes. 20 21 Agenda item No. 3. Approval of the Minutes 22 23 A motion was made by Kodanko, seconded by Grant that the minutes of the October 15th, 2025 meeting of 24 the Marina Committee be amended and approved by the committee. Motion carried – All ayes. 25 26 Agenda Item No. 4. Comments, correspondence, and concerns from the public 27 28 No correspondence was received for this meeting. White asked if anyone would like to make a 29 public comment, and no one responded. 30 31 Agenda Item No. 5. Discussion/Action Items 32 33 a.) Boathouse Project Update 34 35 Lienau and Blossom updated the committee on the status of the boathouse project, noting that 36 the village’s contracts with the Historical Society have been signed by the president of the 37 Historical Society. 38 39 b.) New Marina Building Update 40 41 Lienau gave an overview of where the marina is in the new building development process, 42 noting that the recent surveys of the marina property show an outflow sewage line running just 43 under the southwest corner of the new building’s design. Lienau added that the building design 44 process cannot proceed until engineers do further surveying to address potential issues like the 45 sewer line. 46 47 c.) New Marina Building – Engineering Proposals 48 Minutes of the November 12th, 2025 Special Meeting of the Marina Committee - Approved 1 Lienau explained the function and cost of the engineering proposals, requesting committee’s 2 approval to allocate the necessary funds to conduct the surveys highlighted in the proposals. 3 4 A motion was made by Grant, seconded by Kodanko to approve both engineering contracts as presented 5 in the packet and forward them to the Board of Trustees for approval. Motion carried – All ayes. 6 7 d.) Boardwalk Materials Purchase 8 9 Lienau noted that since exploring Ipe wood as an optional material to use in reconstructing the 10 boardwalk, he has received three different estimates on the cost for the necessary amount of 11 material and its shipping, adding that the prices vary only slightly. Lienau furthered that the 12 marina would operate as the general contractor in the boardwalk project but first needs to 13 purchase the material before subcontracting a business to install the wood. Lienau recommends 14 the committee do this now given that this is the only time of year suppliers can ship the wood. 15 Lienau recommends that the marina purchases the wood and stores it until a subcontractor can 16 come and install it in the Spring of 2026. Lienau recommends a cap on the purchase of the wood 17 and mounting materials at $110,000 because the quotes received on the wood max out at about 18 $105,000. Lienau clarified that the quotes included the wood, mounting and installation 19 materials, and temporary storage. Lienau and marina engineering consultant, Mike Kahr, 20 estimate the installation cost to be around $50,000, which is comparable to the overall 21 boardwalk project cost estimates given by contractors last year. White and Lienau clarified that 22 using clips with bored channels in the wood does not increase material cost, just installation 23 cost. 24 25 A motion was made by Kodanko, seconded by Grant to allocate $110,000 to purchase Ipe wood and 26 materials for reconstruction of the marina boardwalk. 27 28 e.) Marina Winterization Update 29 30 Lienau noted that the marine construction company Pier and Waterfront Solutions (PWS) has 31 fully winterized the docks throughout the marina and has begun the emergency dredging 32 project to move various rocks and rip rap throughout the marina and increase the depth in ten 33 or eleven locations. Lienau added that this project coincides conveniently with the Parks 34 Department’s project of reinforcing the north side of the swim dock, since PWS was able to use 35 the rocks removed from the marina as reinforcing rip rap along the swim dock. Lienau noted 36 that the marina’s current maintenance dredging permit expires in May of 2026, but the marina 37 will immediately reapply for a new permit so that spot dredging can be conducted as needed 38 with continually lowering water levels. Lienau noted that marina staff have begun installing ice 39 eaters throughout the marina. Lienau added that the last finger pier on C-Dock is being 40 reinforced, which is the last of the piers on C-Dock to be completed in the two-year project. 41 42 f.) Commercial Vendor’s Annual Reports 43 44 White inquired about the operational status of the marina pump-out system. Lienau responded 45 that the system operates successfully on vessels located on A, B, C and part of D Dock. Lienau 46 noted that marina staff were able to conduct pump-outs for the commercial vendors upon their 47 request, with Sister Bay Boat Tours able to complete pump-outs at their slip almost daily for the Minutes of the November 12th, 2025 Special Meeting of the Marina Committee - Approved 1 two busiest months of the season. 2 3 g.) Review of Monthly Financials 4 5 Duffy inquired as to why the pump-out revenue was only $400 to which Lienau clarified that 6 most of the money made from pump-outs comes from commercial vendors who have paid their 7 bill, but these payments have not yet been reflected in the marina financials. 8 9 Agenda Item No.6. Matters to be placed on a future agenda or referred to a committee, 10 official, or employee 11 12 It was the consensus of the committee that that following items be included on a future committee 13 meeting agenda: 14 - New Building Engineering Contracts to the Board of Trustees 15 16 Next marina committee meeting is tentatively scheduled for December 17th at 4:00PM via ZOOM only. 17 18 Adjournment: A motion was made by Grant, seconded by Kodanko to adjourn the November 12th, 2025 19 meeting of the Marina Committee at 10:45A.M.
