1 PERSONNEL COMMITTEE MEETING MINUTES 2 Wednesday, September 10, 2025 3 (Approved) 4 5 6 1. Call to Order 7 Chair Louise Howson called to order the Personnel Committee meeting on Wednesday, September 8 10 , 2025, at 2:07 P.M. 9 10 2. Roll Call 11 Present: Chair Louise Howson, Nate Bell -Ex Officio. Kurt Harff -excused. 12 13 Staff Present: Village Administrator Julie Schmelzer; Sarah Bertges, Administrative Assistant 14 15 3. Approve Agenda 16 Motion by Bell, second by Howson, to approve the agenda for the September 10, 2025, meeting. 17 Motion carried – All ayes. 18 19 4. Approve Minutes: August 21, 2025 20 Approval of the August 21, 2025, meeting minutes was deferred to the next meeting due to the 21 absence of a committee member who was present at that meeting. 22 23 5. Comments, Correspondence and Concerns from the Public 24 No public comments, correspondence, or concerns were received. 25 26 6. Executive Session 27 a) Adjourn into closed session pursuant to Wis. Stats. §19.85(e) for deliberating or negotiating for 28 purchase of public properties, investment of public funds, or conduct of other specific public 29 business, whenever competitive or bargaining reasons require a closed session: Interview Firms 30 Specializing in Administrator Recruitment Services 31 32 Motion by Howson, second by Bell, to adjourn into closed session pursuant to Wis. Stats. §19.85(e) 33 for deliberating or negotiating for purchase of public properties, investment of public funds, or 34 conduct of other specific public business, whenever competitive or bargaining reasons require a 35 closed session: Interview Firms Specializing in Administrator Recruitment Services. Roll call: Howson - 36 aye, Bell - aye. Motion carried. 37 38 Prior to entering closed session, Bell noted for the record that all remote participants have their own 39 obligations outside of village bylaws that bind them to confidentiality. The Committee adjourned to 40 closed session. 41 42 b) Reconvene into Open Session 43 Motion by Bell, second by Howson to reconvene into open session at 4:05 P.M. Roll call: Howson - 44 aye, Bell - aye. Motion carried -All ayes. 45 46 c) Motion or Action, as Appropriate 47 Motion by Howson to make a recommendation to the Village Board to contract with IPA for 48 Administrator Services. Motion carried- 1- Aye (Howson); 1- Abstain (Bell). 49 50 7. Matters to be Placed on a Future Agenda or Referred to a Committee, Official or Employee Minutes of the September 10, 2025, Meeting of the Personnel Committee - approved 1 None. 2 3 8. It is possible that members of and possibly a quorum of members of other governmental bodies may attend the meeting to gather information; no action will be taken by any governmental body other than the body specifically referred to above.
