A department quarterly report was given by Interim Police Chief Chad Goeden. VIII. PERSONS TO BE HEARD None. IX. CONSENT AGENDA A motion was made by Riley that the Consent Agenda consisting of item A be APPROVED. The motion PASSED by the following vote. X. BOARD, COMMISSION, COMMITTEE APPOINTMENTS B 25-178 Reappoint: 1) Joe D'Arienzo to a three-year term on the Tree and Landscape Committee and 2) Vaughn Hazel to a three-year term on the Tourism Commission A motion was made by Christianson that this item be APPROVED. The motion PASSED by the following vote. Yes: 6- Christianson, Mosher, Pike, Carlson, Saline, and Riley Absent: 1- Eisenbeisz XI. UNFINISHED BUSINESS: C ORD 25-29 Making supplemental appropriations for fiscal year 2026 (Airport Terminal Project) A motion was made by Mosher that this Ordinance be APPROVED on SECOND AND FINAL READING. NEW BUSINESS: E 25-179 Discussion on bear trash management strategies Sponsor Saline introduced a discussion on bear issues and the potential shift to more secure garbage cans. Topics covered included can locations, types, and costs. Leach explained that solid waste rates are set by code, and any change would require an ordinance, along with renegotiating the existing contract with Alaska Waste. Saline and Christianson expressed interest in holding a public stakeholder meeting to gather community input. XIII. PERSONS TO BE HEARD: Leah Mason, Alana Peterson, and Martha Moses commented on bear trash management and bear issues. XIV. REPORTS a. Mayor, b. Administrator, c. Attorney, d. Liaison Representatives, e. Clerk, f. Other Administrator - Leach told of upcoming travel for the Alaska Municipal League legislative session, Southeast Conference session, and the Northwest Cruise Symposium. Liaison Representatives - Riley reported on the Planning Commission. XV. EXECUTIVE SESSION F 25-180 Personnel Matter: Municipal Administrator A motion was made by Mosher to go into executive session under the statutory category of matters that, by law, municipal charter, or ordinance, are required to be confidential, and to invite Assistant Municipal Administrator Josh Branthoover to attend, followed by Municipal Administrator John Leach when ready. In addition, a motion was made to exclude the Municipal Attorney. The motion PASSED by the following vote. Yes: 6 - Pike, Mosher, Saline, Carlson, Christianson, and Riley Absent: 1 - Eisenbeisz The Assembly was in executive session from 7:15 p.m. to 9:05 p.m. Administrator Leach was invited in from 8:15 p.m. to 8:55 p.m. A motion was made by Mosher to reconvene as the Assembly in regular session.
