VILLAGE BOARD MEETING MINUTES March 12, 2026 7:00 P.M. Superintendent of Public Works Sell and Village Attorney Pavlus Others: Jason Gabak** Skaneateles PRESS Editor **Attended via Microsoft Teams Public Hearing - Local Law #2 of 2026 Tax Cap Mayor Sennett said that this gives us the ability to raise the tax cap if necessary. Resolution #2026-51: On the motion of Trustee Evans, seconded by Trustee Richards, it was resolved and unanimously carried (4-0 in favor) to open the public hearing at 7:02 p.m. Mayor Sennett asked for comments from the floor. There were none. Resolution #2026-52: On the motion of Trustee Evans, seconded by Trustee Richard, it was resolved and unanimously carried (4-0 in favor) to close the public hearing at 7:02 p.m. Resolution #2026-53: On the motion of Mayor Sennett, seconded by Trustee Evans, it was resolved and unanimously carried (4-0 in favor) to adopt the resolution for Local Law #2 of 2026 - Tax Cap as follows: WHEREAS, Subdivision 5 of General Municipal Law § 3-c expressly authorizes a local government's governing body to override the property tax cap for the coming fiscal year by the adoption of a local law approved by a vote of 60% of said governing body; and WHEREAS, the Village Board of the Village of Skaneateles adopted a resolution on February 26, 2026 scheduling a public hearing to consider Local Law # 2 of 2026 – tax cap override (the “Local Law”); and WHEREAS, the purpose of the Local Law is to authorize the Board of Trustees of the Village of Skaneateles to adopt a budget for the fiscal year commencing June 1, 2026, through May 31, 2027, that requires a real property tax levy in excess of the amount otherwise prescribed in General Municipal Law § 3-c; and WHEREAS, following publication of notice in accordance with all legal requirements, the Village held a public hearing concerning the Local Law on March 12, 2026 at 7:00 p.m. in satisfaction of the requirements of the New York Village Law and the New York Public Officers Law; and WHEREAS, the Village Board desires to comply with the requirements of the State Environmental Quality Review Act ("SEQRA") and its implementing regulations set forth at 6 NYCRR Part 617 (the "Regulations"), with respect to the adoption of the Local Law. NOW, THEREFORE, BE IT RESOLVED, that the Village Board hereby classifies the Local Law as a Type II Action under SEQRA involving the "adoption of regulations, policies, procedures and local legislative decisions" as set forth in Section 617.5(c)(33) of the Regulations; and BE IT FURTHER RESOLVED, that the Village Board hereby adopts the Local Law, and that henceforth it will be designated as Local Law # 2 of 2026; and BE IT FURTHER RESOLVED that the Local Law shall take effect immediately upon filing with the Secretary of State. REGULAR MEETING, BOARD OF TRUSTEES, March 12, 2026 PAGE 2 of 4 Correspondence & Announcements – Mayor Sennett noted the following: ● Receipt of 2025 LOSAP Annual Report from Penflex. Police Department – Upon request by Mayor Sennett, Chief Heggelke reported the following: Incident Types: 94 Calls for Service; Criminal: 1 Larceny; 6 Criminal Mischief; 1 Domestic; Non-Criminal: 1 Vehicle Lockout; 1881 Property Checks; 9 Ambulance Calls; 3 Fire Calls; 1 Alarms; 2 Recovered/Found Property; 1 Death Case; Traffic: 20 Total Traffic Stops; s7 Traffic Tickets Issued; Motor Vehicle Accidents: 3 Property Damage; 1 Personal Injury. *Trustee Zapata arrived at 7:04 p.m. Minutes – Resolution #2026-54: On the motion of Trustee Evans, seconded by Trustee Richards, it was resolved and unanimously carried (5-0 in favor) to approve the Regular Meeting Minutes of February 26, 2026, as presented. Codes Enforcement – Upon Mayor Sennett’s request, CEO Cromp said that he and Director of Planning and Development Carroll attended a codes conference this week. There are many changes to the energy code. Mayor Sennett acknowledged that Codes Enforcement Officer Cromp submitted his report, which included 2 Foundation Inspections; 3 Framing Inspection; 3 Insulation Inspections; 6 Final Inspections; 2 Certificates of Compliance; 6 Permits; 1 Order to Remedy Letter; 3 Meetings with Homeowners; 24 State Mandated Training Hours. Operations – Upon Mayor Sennett’s request, DMO Posella highlighted that in February, they had 20 days of plowing of the 28 days in the month. He also pointed out that Les Wicks has done a great job with painting benches and park trash cans this winter. A water service was thawed recently at Parkside, and all electric meters at the Gateway Apartments were changed to L&G meters. He said the electric team was able to repair an electric issue at E. Genesee and that the generator worked well during that time. April 20th is the first day of brush pick-up with the last day to put brush out being May 31, 2026. Last month, the average flow per day was .547 MGD; total rainfall was 1.27 inches; and they hauled 32,000 gallons of sludge to the Auburn wastewater treatment plant. They completed the annual draining and cleaning of RBC tanks #3 and #4 and began pulling influent pumps for cleaning and inspection. Koester is attempting to address the newly installed pumps that are not seating correctly and leaking past the flange. One rain event resulted in discharge to the Overflow Relief Facility (ORF) and filled it to the 2' marker. Fire – In response to Mayor Sennett, Chief Buehler said they added 3 new members on Monday night. 2 of them work for the Town. One will be at Station 3 and the other two at Station 1. Tickets for the High Stakes Money Drawing are available from any firefighter or online at www.skaneatelesvfd.com. The Annual Casino Night and High Stakes Money Drawing is scheduled for Saturday, 9/12 at Station #1. Mayor Sennett said they do a nice job. Resolution #2026-55: On the motion of Trustee Evans, seconded by Trustee Richards, it was resolved and unanimously carried (5-0 in favor) to approve Sheri Dove’s request to set up 3 poppy tables over Memorial Day weekend. Consider the resolution authorizing the Mayor to execute the agreement for the sale of Niagara project wholesale power and energy with the New York Power Authority. DMO Posella said the MEUA has been negotiating with the NY Power Authority so we have rates set for a number of years and the MEUA was forgiven a significant backlog, which is specifically codified in this contract. Resolution #2026-56: On the motion of Trustee Evans, seconded by Trustee Richards, it was resolved and unanimously carried (5-0 in favor) to authorize the resolution authorizing the Mayor to execute the agreement for the sale of Niagara project wholesale power and energy with the New York Power Authority as follows: WHEREAS, the Village of Skaneateles, a member of the Municipal Electric Utilities Association of New York State (“MEUA”) and a preference power customer of the New York Power Authority (“NYPA”), receives electricity from the Niagara Power Project operated by NYPA, and WHEREAS, the MEUA, in response to receiving notice of NYPA’s intention to increase its customer rates for said preference power to cover its increasing costs, has negotiated, on behalf of its members, certain amendments to the existing long-term agreement with NYPA that governs the terms and conditions upon which said preference power is delivered, said amendments being embodied in the Agreement for the Sale of Niagara Project Wholesale Power and Energy that has been presented to this board for consideration (“Agreement”). NOW THEREFORE, IT IS HEREBY RESOLVED by the Village Board of the Village of Skaneateles that it is in the best interest of the Village of Skaneateles to approve the negotiated amendments, and as such, said amendments and the Agreement are hereby approved, and it is hereby further RESOLVED that the Mayor be, and hereby is authorized to execute said Agreement for the Sale of Niagara Project Wholesale Power and Energy on behalf of the Village of Skaneateles. Authorize Tom Posella, Cosimo Pagano, Seth Kieffer and Matt Leveroni to attend the 2026 NYWEA Central Chapter Spring Meeting on Wednesday, April 8, 2026 at a cost of $320 to be paid for from G-8120-421. Mayor Sennett referred to CEO Cromp’s earlier comment about the importance of training. She is very supportive of these conferences. Resolution #2026-57: On the motion of Trustee Evans, seconded by Trustee Richards, it was resolved and unanimously carried (5-0 in favor) to authorize Tom Posella, Cosimo Pagano, Seth Kieffer and Matt Leveroni to attend the 2026 NYWEA Central Chapter Spring Meeting on Wednesday, April 8, 2026 at a cost of $320 to be paid for from G-8120-421. Consider sending Jim Rusin and Paul Plummer to the New York State Fire Police Convention, May 14-17, 2026, in Niagara Falls, at a cost of $1,428.00 from A3410.46. Chief Buehler said that there are many workshops at this convention. It’s a great networking opportunity. He said the state is also proposing additional training for the fire police and that fire police will be required to wear a helmet when out directing traffic. REGULAR MEETING, BOARD OF TRUSTEES, March 12, 2026 PAGE 4 of 4 Resolution #2026-58: On the motion of Trustee Kemp, seconded by Trustee Richards, it was resolved and unanimously carried (5-0 in favor) to approve sending Jim Rusin and Paul Plummer to the New York State Fire Police Convention, May 14-17, 2026, in Niagara Falls, at a cost of $1,428.00 from A3410.46. Consider approving the Haylor Freyer & Coon insurance proposal in the amount of $107,781.77 for year 4/1/2026 to 3/31/2027. Resolution #2026-59: On the motion of Trustee Evans, seconded by Trustee Richards, it was resolved and unanimously carried (5-0 in favor) to approve the Haylor, Freyer & Coon insurance proposal in the amount of $107,781.77 for year 4/1/2026 to 3/31/2027. Consider authorizing Mayor Sennett to sign the agreement with SmartHRCheqs to conduct background checks as needed. Resolution #2026-60: On the motion of Trustee Evans, seconded by Trustee Richards, it was resolved and unanimously carried (5-0 in favor) to sign the agreement with SmartHRCheqs to conduct background checks as needed. Public Comment – Mayor Sennett asked for public comment – there was none. Approval of Bills – Resolution #2026-61: On the motion of Trustee Kemp, seconded by Trustee Evans, it was resolved and unanimously carried (5-0 in favor) to pay the bills. Resolution #2026-63: At 8:37 p.m., on the motion of Mayor Sennett, seconded by Trustee Zapata, it was resolved and unanimously carried (5-0 in favor) to come out of Executive Session.
