Call to Order and Roll Call. Meeting called to order by Chairperson Darby at 5:00 p.m. Commissioners Present Commissioners Not Present Staff Present Darren Darby, Chair Jessica Fawer Danny McElmurray, Planning Director Dawn Crippin, Vice Chair Sam Caruso, Jr. Erica Smith, Planning Secretary Michelle Cramer 2. Minutes. Motion by Ms. Cramer to approve minutes of November 9, 2022 as written; Ms. Crippin seconded. A vote of 3 YAYS, 0 NAYS, 0 ABSTAIN approved the minutes. 3. Public Hearings a. CA22-49: A request for a Certificate of Appropriateness for exterior alterations to a historically contributing structure at 425 Teddy Ave, by Janet Bowman. Chairperson Darby introduced this request. Director McElmurray noted that this is a contributing structure in the district. The staff report states that alterations include exterior wall cladding, removing asbestos, adding siding with smooth finish, primary doors replaced, rear porch enclosed with new walls. The initial staff report included siding being replaced with hardy plank; additional work includes roof alteration. The rear shed was removed, and the main structure roof extended over an addition and exterior walls were replaced on that rear addition. Mr. Chris Kanaziz, the contractor stated that the walls were added, not replaced. Commissioner Cramer then asked Ms. Janet Bowman, owner, if she brought samples of the colors she plans to use when painting the house. Ms. Bowman stated that she had previously submitted them, and Commissioner Darby said that they had not yet been approved. Ms. Bowman did bring a new color sample called “In the Navy”, which will be used if she decides to add shutters to the house. Ms. Bowman also stated to the commission that this house is in deplorable condition and will require a lot of work. Commissioner Cramer made a motion to approve the Certificate of Appropriateness with the addendum that if Ms. Bowman decided to install shutters, the color “In the Navy” is approved. Commissioner Crippin seconded the motion, which passed with a vote of 3 YAYS, 0 NAYS, 0 ABSTAIN. 4. Other Business a. Educational Opportunity Director McElmurray informed the Commission that effective January 1, 2023, each Commissioner will be required to complete four hours of continuing education. This includes the one-hour Ethics training. Director McElmurray stated that he found an 80-minute course that is more Historic Preservation oriented. Director McElmurray and the Commission further discussed training and future goals for 2023. 6. General and Public Comments. There were none. 7. Adjournment. Location map 1. 707 W Hall Avenue is a developed property with a single-family home. (Figure 2). 2. The applicant amended their building permit (#22-2490) post-construction to renovate the interior and install 14 new windows and 2 exterior doors (Figure 3). 3. This property has been surveyed by the LA Division of Historic Preservation twice: 1986 and 1999 and was found to have historic significance only for its architecture; it was constructed circa 1930 as a single dwelling in the form of a bungalow with symmetrical and Figure 2. 707 W Hall Avenue horizontal design, with a gable roof and balloon framing. There are no listed historical or contributing structures to consider within the immediate area. However, homes to the east of this residence are of similar style and construction. (Figure 4) Figure 3. Adjacent homes of similar design. PROPOSED EXTERIOR CHANGES 5. The exterior renovations include windows being installed which are double hung (1/1) white vinyl ranging in size from 42 1/8 inch to 52 ½ inch along all four elevations (Figure 5). OTPDC Page 2 of 3 CA23-07 Distributed January 5, 2023 Prepared by T Alexander 6. The proposed doors being replaced include the primary entrance along the front elevation and the rear entrance. The primary entrance door is a 36”x80” Oak Grain Textured Fiberglas door with Brickmold and fan lite in black. The rear entrance door is a 32”x80” steel door with 9- lites in white (Figure 5). STANDARDS REVIEW 7. This request is for exterior alteration installing 14 windows and 2 exterior doors. It is reviewed against the standards of Sec. 2-216(i) Figure 5. Proposed construction materials. Submission of plans for exterior changes and the general design guidelines of Sec. 2-2217 Design guidelines for Olde Towne and Fremaux Corridor of Appendix A Zoning of the City of Slidell Code of Ordinances. The following factors are considered in this request for a Certificate of Appropriateness: a. New Windows and Doors. The replacement of doors and windows on this existing structure will not detract from any historic elements of this structure or neighboring structures. b. Compatibility with the environment. Adjacent properties within the District are constructed with similar style. The proposed renovations to this structure will not detract from the neighboring residences. c. Materials. The windows and doors being used as part of this renovation will not detract from any historical elements pre-existing on the home. RECOMMENDATION: 8. The proposed renovations are consistent with the applicable standards of the Olde Towne Preservation District and Planning Staff recommends approval.
