3. Public Hearings
a. CA22-49: A request for a Certificate of Appropriateness for exterior alterations to a historically
contributing structure at 425 Teddy Ave, by Janet Bowman.
Chairperson Darby introduced this request.
Director McElmurray noted that this is a contributing structure in the district. The staff
report states that alterations include exterior wall cladding, removing asbestos, adding
siding with smooth finish, primary doors replaced, rear porch enclosed with new walls.
The initial staff report included siding being replaced with hardy plank; additional work
includes roof alteration. The rear shed was removed, and the main structure roof
extended over an addition and exterior walls were replaced on that rear addition. Mr.
Chris Kanaziz, the contractor stated that the walls were added, not replaced.
Commissioner Cramer then asked Ms. Janet Bowman, owner, if she brought samples of
the colors she plans to use when painting the house. Ms. Bowman stated that she had
previously submitted them, and Commissioner Darby said that they had not yet been
approved. Ms. Bowman did bring a new color sample called “In the Navy”, which will be
used if she decides to add shutters to the house. Ms. Bowman also stated to the
commission that this house is in deplorable condition and will require a lot of work.
Commissioner Cramer made a motion to approve the Certificate of Appropriateness with
the addendum that if Ms. Bowman decided to install shutters, the color “In the Navy” is
approved. Commissioner Crippin seconded the motion, which passed with a vote of 3
