1. Call to Order and Roll Call. Meeting called to order by Chair Clayton at 5:09 p.m.

2. Minutes. Motion by Commissioner Cramer to approve minutes of July 10, 2024 as written; Vice
Chair Granier seconded. A vote of 4 YAYS, 0 NAYS, 0 ABSTAIN approved the minutes.
3. Public Hearings
a. CA24-32: A request for a Certificate of Appropriateness for exterior alterations at 2302 Carey
Street, Carey Street Park, by Olde Towne Slidell Main Street.
Introduced by Chair Clayton. Several members of the Slidell Main Street Board were present,
headed up by Ms. Dawn Crippin, who addressed the Commission. There was discussion between
applicant and Commission on the matter. Commissioner Stamps made a motion to approve with
the caveat that poles be wrapped with 6-foot boards and leave space cleared for a possible mural
on the next door building and adjust fencing to make an L-curve on the back corner. Vice Chair
Granier seconded. A vote of 4 YAYS, 0 NAYS, 0 ABSTAIN approved CA24-32 with caveat.
b. CA24-33: A request for a Certificate of Appropriateness for an addition and exterior alterations at
1748 Front Street, by Jeffrey Gatlin.
Introduced by Chair Clayton. Mr. Jeffrey Gatlin was present to describe the work to be done and
answer questions by the Commission. After discussion, Commissioner Cramer made a motion to
defer until Mr. Gatlin determines the materials, colors, and screening will be used for this project.
Chair Clayton seconded. A vote of 4 YAYS, 0 NAYS, 0 ABSTAIN deferred CA24-33.
4. Other Business
a. Unified Development Code Update
Director McElmurray gave the Commission an update on the Unified Development Code and
there was brief discussion.

a. There were none.

7. Adjournment. Meeting adjourned at 5:52 p.m. on a motion by Commissioner Cramer, seconded by

SITE INFORMATION AND SCOPE OF WORK
1. 604 Teddy Ave is developed with a single-family residence. (Figure 2).
2. The original construction was completed approximately 1915 with an addition to the rear, exterior
cladding and other improvements made to the home’s exterior. The structure is considered
architecturally significant for its Anglo-American context. (Figure 3)
3. The applicant proposes to construct a 12-foot by 16-foot carport attached to the existing garage at 13
feet to peak. Additionally, applicant will be installing wood railings and handrails at the front porch
and replacing aluminum columns with 8” x 8” treated wood columns. (Figure 4)
4. The materials proposed for these improvements (Figure 4) are:
Front porch – White to match house trim:
• Wood battens (1x4”) and handrails with 4 one-half posts to support the railing and handrails for
the steps.
• Existing aluminum columns to be replaced with 8” x 8” square treated wood columns.
Carport – White to match house trim:
• Open carport constructed with pressure treated wood
• 8” by 8” square treated wood columns
• Gable end will resemble sample photo
• Shingles to match house.

FINDINGS
1. This property is within the Teddy Avenue National Register Historic District.
2. Nearby historic or contributing structures within a one-block area include:
• 512 Teddy Avenue, Individually Historic, c1915
• 525 Teddy Avenue, Contributing to District c1915
• 543 Maine Avenue, Contributing to District c1915
• 551 Teddy Avenue, Contributing to District c1910

STANDARDS FOR REVIEW
1. This request is for New Construction of an accessory structure and exterior alteration to add railings
and handrails along the front porch. It is reviewed against the standards of Sec. 2-216(q) New
construction of the City of Slidell Code of Ordinances and the general design guidelines of Sec. 2-2217
Design guidelines for Olde Towne and Fremaux Corridor of Appendix A Zoning of the City of Slidell
Code of Ordinances. The following factors are considered in this request for a Certificate of
Appropriateness:
a. Scale. The new carport is proposed to be located in the rear yard and will be max. 13.5 feet tall.
The A-6 district has a maximum height of 16 feet for accessory structures (Sec. 10.401 of Appendix
A). The existing single-family dwelling and surrounding properties are all one-story. The proposed
carport meets the maximum height of the A-6 district and is in scale with its surroundings.
b. Siting. The carport is proposed to be attached to the existing garage in the rear yard. The A-6
district requires minimum setbacks for accessory structures (Sec. 10.401 of Appendix A) of 3 feet
from the side lot line and 5 feet from the rear. The proposed carport is appropriately sited.
c. Materials. The carport and porch columns, railings and handrails are proposed to be constructed
of wood. Wood has historic context and is an appropriate material. All wood is proposed to be
white with the same roofing material as the existing house and garage. The proposed materials
are appropriate.
d. Decorative details. The proposed carport has a pitched roof with vertical and horizontal support
beams. These details compliment the main structure, which features exposed rafter tails and
fluted columns set on a brick base.
e. Architectural elements. With its simple architectural design, the proposed carport and front porch
improvements compliment the context of the Olde Towne Preservation District.
RECOMMENDATION
The proposed improvements are compatible with historic context of the Teddy Ave Historic District and
are consistent with the applicable standards of the Olde Towne Preservation District.
