Applicant, Olde Towne Slidell Main Street has adopted a project for renovations and improvements at the City Park. (Figure 3) 3. The applicant proposes to: • Install a Memorial Brick Walkways • Six-foot fence and four-foot wood gothic picket-style fence with community painted art (6 ft, north perimeter; 4 ft, interior planting area border and at north property line for site visibility) • Round seated planter • Bird Feeder • Updated landscaping with irrigation • String lighting crisscross over the open park area. (Figure 4). 4. The proposed materials used in the Park improvements are: o Red brick walkways to be engraved and red brick seating area o 6” x 6” treated wood post at 12 ft in height for lighting o 206 linear feet of string lights on photocell timer o Brown steel edging (Colmet) around landscape and border for brick walkways o 6 new concrete planters o 6-foot wood fence boards o 4-foot treated pine, gothic picket fencing o Landscaping (Figure 4) OTPDC Page 1 of 11 CA24-32 Distributed August 9, 2024 Prepared by T Alexander 5. The existing amenities within the park will be maintained, with some being relocated. Relocated items are: • Park signage • Trash and Dog Waste receptacles STANDARDS FOR REVIEW 6. This request is for exterior alteration for City Park improvements. It is reviewed against the standards of Sec. 2-216(q) New Construction and the general design guidelines of Sec. 2-2217 Design guidelines for Olde Towne and Fremaux Corridor of Appendix A Zoning of the City of Slidell Code of Ordinances. The following factors are considered in this request for a Certificate of Appropriateness: (1) Scale: Scale is the relationship of the pre-existing elements to the alterations.. (2) Siting: Siting is the positioning of an improvement on a lot. This process includes the spacing of this alteration, and the location of walls, fences, walks, drives, parking and landscaping. (3) Materials: Materials proposed in the design guidelines for Olde Towne District are permitted in the Olde Towne Preservation District. (4) Decorative details: Decorative details include ornamentation or embellishment. Ornamentation and embellishment include common details. When used, details should create a unifying effect on a building and should be compatible with the context of the neighborhood. The use of red brick pavers comparable to those used at Olde Towne crosswalks, open air seating, decorative seating and planters help to incorporate Olde Towne details inside the Park. FINDINGS 7. The proposed alterations within the Carey Street Park are consistent with the applicable standards of the Olde Towne Preservation District. Original structure was constructed sometime around 1945. 2. The applicant has added mechanical equipment outside the footprint of the building, constructed an accessory structure measuring 18’ by 25’ (unattached carport) at the rear of the existing building, and installed a CONEX storage container to the property. Height of the carport is unknown but is higher than the rear elevation of the primary building. The carport was installed to cover the mechanical equipment and employees while working on vehicles (Figure 3). 3. The neighboring property at 1732 Front Street was constructed CIRCA 1900 and has potential for classification of historical status. (LDHP No. 52-00098) 4. This property is approximately 100 feet north of the Teddy Avenue Residential Historic District. STANDARDS FOR REVIEW 5. This request is for exterior alteration for an addition of accessory structures, a metal Carport and a CONEX storage container. It is viewed against the standards of Sec. 2-216(q) New Construction and the general design guidelines of Sec. 2-2217 Design guidelines for Olde Towne and Fremaux Corridor of Appendix A Zoning of the City of Slidell Code of Ordinances. The following factors are considered in this request for a Certificate of Appropriateness (1) Scale: The scale is out of relationship with the pre-existing construction with the addition of the new carport and storage container. This process includes the spacing of this alteration, and the location of walls, fences, walks, drives, parking and landscaping. The metal carport and storage container are located at the rear of the existing structure with visibility to the general public along Teddy Avenue and Second Street. (3) Materials: Materials proposed in the design guidelines for Olde Towne District are not permitted in the Olde Towne Preservation District. FINDINGS 6. The constructed carport is inconsistent with the applicable standards of the Olde Towne Preservation District in material, height and screening. 7.
