MINUTES OF THE REGULAR MEETING SMYRNA TOWN COUNCIL April 18, 2022 PUBLIC HEARING The Appeals Day proceedings were opened at 6:45 p.m. by Mayor Robert C. Johnson. The public hearing is to consider an application from Trolley Square Partners, LLC for a conditional use to construct a three-unit apartment building at 310 W. Commerce Street. Mayor Johnson asked if there was anyone to speak in favor of this request. Jeremy Rothwell gave a brief synopsis of the request. Mayor Johnson asked if there was anyone to speak in opposition of the request. No one spoke. Mayor Johnson closed the public hearing at 6:51 p.m. REGULAR MEETING The meeting was called to order by Mayor Robert C. Johnson at 7:00 p.m. Council members present were Tabitha J. Gott, Valerie M. Forbes, William D. Pressley Sr., and Margaret B. Mann. Councilmen Michael A. Rasmussen and Gerald L. Brown were excused. Also present were Town Manager Andrew S. Haines, Chief Torrie James, Attorney D. Barrett Edwards, and Recording Secretary Valerie L. Heritage. Chief James led the Pledge of Allegiance. Mayor Johnson asked for a moment of silence. ADDITIONS/DELETIONS TO PUBLISHED AGENDA Councilwoman Forbes asked to remove item 6(a) from the agenda. Councilwoman Mann made the motion to approve the agenda as amended. Motion was seconded by Councilwoman Gott and carried unanimously. CONSENT AGENDA A. Council minutes of 04/04/22 B. Executive session minutes of 04/04/22 C. Citizens’ Hose Company quarterly report D. Ambulance 64 quarterly report Councilwoman Forbes made the motion to approve the consent agenda as presented. Motion was seconded by Councilwoman Mann and carried unanimously. Mayor and Council Page 2 of 3 April 18, 2022 NON-AGENDA ITEMS A. Mayor and Councilmembers – Mayor Johnson spoke about the new financial system, payroll; he and Mr. Rothwell met with a potential business that is interested in coming to town. Councilman Pressley said the Public Safety Committee met April 14th. Councilwoman Forbes thanked everyone for coming out for the Arbor Day celebration. Councilwoman Mann said the Utility Committee met April 12th. Councilwoman Gott said the Parks & Recreation Committee will meet May 17th. B. Police Chief – Chief James spoke about an officer that was hurt about a week and a half ago. C. Town Manager – Mr. Haines spoke about hydrant flushing; Lake Como; and gave a brief website preview. PUBLIC PRESENTATIONS AND COMMENTS Visitors present were Jason McNatt, Frederick Schaber, Corrine Upshur, Josh Little, Sonia Spruill, Danielle Pope, and Sharon Wright. Bradley Gosch came forward and gave a brief overview of Ambulance 64’s quarterly report. OLD BUSINESS A. Direction for The Korean War Memorial at the Municipal Park – Councilman Pressley made the motion to approve the Public Works Department moving the memorial over to near where the George C. Wright Jr. memorial is near the parking lot. Motion was seconded by Councilwoman Mann and carried unanimously. NEW BUSINESS A. Results of public hearing to consider an application from Trolley Square Partners, LLC for a conditional use to construct a three-unit apartment building at 310 W. Commerce Street (TM 1-17-01017-03-2700-00001) – Councilwoman Forbes made the motion to approve the conditional use application. Motion was seconded by Councilwoman Mann and carried unanimously. OTHER COUNCIL BUSINESS There was none. Mayor and Council Page 3 of 3 April 18, 2022 PUBLIC COMMENTS – NON-AGENDA ITEMS There were none. EXECUTIVE SESSION A. Executive session to discuss the potential acquisition of real property – Councilwoman Forbes made the motion to go into executive session to discuss the potential acquisition of real property. Motion was seconded by Councilwoman Mann. Council went into executive session at 7:29 p.m. by unanimous vote. Councilwoman Forbes made the motion to come out of executive session. Motion was seconded by Councilwoman Mann. Council came out of executive session at 8:06 p.m. by unanimous vote. B. Possible action on matters discussed in executive session regarding the potential acquisition of real property – Councilwoman Forbes made the motion to move forward as recommended in executive session. Motion was seconded by Councilwoman Mann and carried unanimously. ADJOURNMENT Mayor Johnson adjourned the meeting at 8:39 p.m. vlh
