MINUTES OF THE REGULAR MEETING SMYRNA TOWN COUNCIL May 16, 2022 REGULAR MEETING The meeting was called to order by Mayor Robert C. Johnson at 7:00 p.m. Council members present were Tabitha J. Gott, Valerie M. Forbes, William D. Pressley Sr., and Margaret B. Mann. Councilmen Michael A. Rasmussen and Gerald L. Brown were excused. Also present were Town Manager Andrew S. Haines, Chief Torrie James, Attorney D. Barrett Edwards, and Recording Secretary Valerie L. Heritage. Chief James led the Pledge of Allegiance. Mayor Johnson asked for a moment of silence. ADDITIONS/DELETIONS TO PUBLISHED AGENDA Councilwoman Forbes made the motion to approve the agenda as presented. Motion was seconded by Councilwoman Gott and carried unanimously. CONSENT AGENDA A. Council Organizational minutes of 05/04/22 B. Council minutes of 05/04/22 C. Executive session minutes of 05/04/22 Councilman Rasmussen made the motion to approve the consent agenda as presented. Motion was seconded by Councilwoman Gott and carried unanimously. NON-AGENDA ITEMS A. Mayor and Councilmembers – Mayor Johnson spoke about meeting with the Finance staff today. Councilman Brown said the Utility Committee met May 10th, and the next meeting will be June 7th. Councilman Pressley said the Charter & Ordinance Review Committee will meet June 8th. Councilwoman Forbes said the Shade Tree Commission met May 12th. Councilwoman Gott said the Parks & Recreation Committee will meet May 17th. Councilman Rasmussen said the Main Street Coordinating Board will meet June 8 th. B. Police Chief – Chief James said two officers will be sworn in tonight. Mayor and Council Page 2 of 3 May 16, 2022 C. Town Manager – Mr. Haines spoke about Lake Como; and the potential impact of the Indian River Power Plant shutting down. PUBLIC PRESENTATIONS AND COMMENTS Mayor Johnson swore in two new officers. There were none due to an issue with Zoom. OLD BUSINESS A. Consideration to enroll in DFIT – Councilman Pressley made the motion to enroll in DFIT. Motion was seconded by Councilman Brown. Motion carried with Mayor Johnson, Councilwomen Forbes and Mann, and Councilmen Rasmussen, Pressley, and Brown voting for, and Councilwoman Gott voting against. NEW BUSINESS A. Resolution establishing compensation for the Mayor and Council of the Town of Smyrna – Councilman Rasmussen made the motion to approve the resolution establishing compensation for the Mayor and Council of the Town of Smyrna. Motion was seconded by Councilman Brown. Motion carried with Mayor Johnson, Councilwomen Gott and Mann, and Councilmen Rasmussen, Pressley, and Brown voting for, and Councilwoman Forbes voting against. B. First reading Ord. No. 005-22, an ordinance amending the Town Code of the Town of Smyrna to establish a Compensation Committee – Councilman Rasmussen made the motion to make this the first reading of Ord. No. 005-22, an ordinance amending the Town Code of the Town of Smyrna to establish a Compensation Committee. Motion was seconded by Councilwoman Gott. Motion carried with Mayor Johnson, Councilwomen Gott and Mann, and Councilmen Rasmussen, Pressley, and Brown voting for, and Councilwoman Forbes voting against. OTHER COUNCIL BUSINESS There was none. PUBLIC COMMENTS – NON-AGENDA ITEMS There were none. EXECUTIVE SESSION A. Executive session to discuss personnel matters in which the names, competency, and abilities of individual employees will be discussed – Councilwoman Mann made the motion to go into executive session to discuss personnel matters in which the names, competency, and Mayor and Council Page 3 of 3 May 16, 2022 abilities of individual employees will be discussed. Motion was seconded by Councilwoman Forbes. Council went into executive session at 7:36 p.m. by unanimous vote. Councilman Pressley made the motion to come out of executive session. Motion was seconded by Councilman Rasmussen. Council came out of executive session at 8:11 p.m. by unanimous vote. B. Possible action on personnel matter discussed in executive session – Councilwoman Forbes made the motion to move forward as recommended in executive session regarding items 1(a) and (c). Motion was seconded by Councilman Rasmussen and carried unanimously. Councilwoman Forbes made the motion to move forward as discussed in executive session regarding items 2(a) and (b). Motion was seconded by Councilwoman Mann and carried unanimously. Councilwoman Forbes made the motion to move forward as discussed in executive session regarding item 3. Motion was seconded by Councilwoman Gott and carried unanimously. ADJOURNMENT Mayor Johnson adjourned the meeting at 8:12 p.m. vlh
