Parks & Recreation Committee Meeting
Council Chamber, Smyrna Town Hall
27 S. Market Street Plaza, Smyrna, Delaware
June 15, 2021 – 6:00 PM
Agenda
1. Call to order – 6:06 p.m.
In attendance – Chairwoman Tabi Gott, Vice Chairman Gerald Brown, Darryl Bowen, and staff liaison
Danielle Pope
2. Minutes – no quorum
• Darryl Bowen talked about permits, policies/procedures, 6/5 events, should have updated guidelines, and
maybe have something over a couple of days; work with the community.
• Discussed
o Funday at the end of July with resident name Jaz; maybe 7/31? It was mentioned to have Funday
once a month during the summer months.
3. Update on Recycle Smyrna Red – Chairwoman Gott said there is a lot planned for this. There will be a 6/30
sorting events as we can only recycling # 2 and # 5. She’s going to try and see if Eco Plastic will take # 1 too because
that is another popular recycling item.
4. Discussion on park signs – Chairwoman Gott met with Town Manager Andrew Haines about designs, and they
came up with a few ideas. She’ll send the designs out to the members.
• Green Meadows will be reopening with their updated basketball court.
• Sunnyside groundbreaking was started late.
• Have a July event at George C. Wright Jr. Municipal Park, an August event at Green Meadows, and a
September event at Sunnyside.
o This will tie into the volleyball season.
o Maybe get Smyrna Police officers involved.
5. Discussion on line dancing – The idea would be to have a small section of S. Market blocked off from Town Hall
to W. South St for a couple of hours in the late afternoon in the Fall. Can use Eventbrite or Facebook to register,
(maybe Seamless doc?).
6. Discussion on Veterans Day celebration –
• Some changes:
o Older flags are tearing, so the program may be changed to yearly flags and have then taken
down each new ceremony. The older flags need replacing as well.
o Maybe get people to pay to have their veteran’s name on the brochure/flag.
o Add a Memorial Day event? The Smyrna-Clayton July 4th Foundation usually handles this one.
o Vice Chairman Brown motioned for the flags to be replaced, Darryl Bowen 2nd.
o Potential idea for $1 donation.
7. Discussion on Holiday Tree in town – maybe in the lot across from Lake Como? Have an angel tree there.
8. Other committee business – staff liaison Danielle discussed the following:
• Grant update
o Asked which is better, adjustable or stationary basketball systems, steel or acrylic backboard, etc.
▪ Stationary is best, acrylic is better, board should be 58”-72”
o Jerry’s Paving got the bid at $63,737.25. Construction, paving, striping, to start 7/5. There is a site
meeting with Public Works Superintendent Jake on 7/2.
o Currently researching the different types of water fill stations; i.e. push button vs. sensor, dog
bowl, 1 or 2 fountains, platform instead of direct ground, filter or no filter, chiller or no chiller, and
so forth. The prices range from $2,500 to $7,000 or more depending on make, model, and design.
Could take us over the budget.
• Fee schedule for 2022 park reservations, time limit, etc.? Does the committee want to decide or have the
Town Manager’s office discuss the options and bring it back to the committee?
o Town Charter needs to be updated to reflect these potential changes. Hours can be 8 a.m. to 8
p.m. Fees should match what is being rented. Request for full day use of part or whole of the Park
needs to be approved by Council first.
o Danielle was asked to work on a fee schedule and policies and procedures for updating the
Charter for park reservations at George C. Wright Jr. and Lake Como parks. The Committee would
like to see these ready by the next meeting.
• Town Manager Andrew Haines wanted Danielle to advise the committee that the Little League would like
to have someone repaint the George C. Wright Jr. Municipal football field and get their opinions.
o Chairwoman Gott and Vice Chairman Brown agreed that it would be a great idea, maybe get a
plaque hung, and include them on our website and Facebook page.
Next meeting will be July 20th, 6 p.m.
9. Adjournment – 7:37 p.m.
