Snohomish County Council Council Meeting Meeting Minutes Friday, March 29, 2024 12:00 PM Vista Conference Room Willis Tucker Park 6705 Puget Park Drive Snohomish, WA (in-person meeting only) 2025/2026 Budget Process SPECIAL MEETING PRESENT: Council Chair Mead Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Heidi Beazizo, Chief of Staff Jim Martin, Council Staff Nicole Gorle, Council Staff Ryan Countryman, Council Staff Deb Bell, Council Staff Cynthia Foley, Council Staff Angela Ewert, Council Staff Russell Wiita, Council Staff Darcy Cheesman, Council Staff Paula Rhyne, Council Staff Cheri Danner, Asst. Clerk of the Council Debbie Eco, Clerk of the Council 1. Call to Order Council Chair Mead called the meeting to order at 12:09 p.m. 2. Public Comment There were no persons present wishing to provide public comment. Page 1 of 3 Council Meeting Meeting Minutes March 29, 2024 Jim Martin, Sr. Legislative Analyst, distributed a meeting packet including 2025-2026 biennial budget process materials. Mr. Martin began with discussing the draft budget calendar and responded to questions and feedback. He said the tentative date for budget adoption is November 6th, the day after Election Day. Mr. Martin continued the discussion and responded to various questions about the following topics: 2025-2026 Biennial Budget Meeting Packet 2024-0445 3. Budget Calendar/Processes a. Biennial Changes b. Department Presentations c. Budget Pause-ECAFs Chair Mead provided his blanket approval, when also approved by the appropriate committee chair, to place ECAFs requiring urgent handling on the Administrative Session Agenda during Budget for consideration, when requested. 4. 5-Year Forecast Discussion a. General Fund b. REET 1 & 2 5. Early Revenue Consensus 6. Department Budget a. Councilmember Sponsored Initiatives 1:26 p.m. Councilmembers discussed ideas for possible initiatives. Councilmember Dunn spoke about an initiative to help clean up graffiti. Vice-Chair Nehring spoke about a study analysis related to the 2024 budget condition for a secure withdrawal facility at the jail. Councilmember Low spoke about preserving and maintaining the Oso Memorial for future years. Councilmember Peterson spoke about a mobile drug treatment program. Front Desk Security - Costs 1:35 p.m. Heidi Beazizo, Chief of Staff, led the discussion on this topic and spoke about possible security ideas at the front desk. Discussion ensued. 1:48 p.m. Ms. Beazizo continued discussion and responded to questions on the following topics: iii. FTE iv. Newsletter Costs v. Performance Audit vi. Other 2:16 p.m. Chair Mead spoke about creating a better process to alert all councilmembers when new legislation is initiated internally. After further discussion, it was agreed that the clerks will alert councilmembers and staff immediately following submission of new legislation into Legistar so that councilmembers and staff are aware early in the process. c. County Education Program (Mead) 2:29 p.m. Discussion ensued related to involving more internships and student programs engaging youth and fostering local government. 7. Other a. WSAC 2:39 p.m. Ms. Beazizo spoke about WSAC membership and discussion ensued. 8. Adourn There being no further business, Chair Mead adjourned the Council for the day at 3:00 p.m. Page 3 of 3
