CALL TO ORDER
Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for
those wishing to provide public comment for both in-person and remote via Zoom .

The clerk called the roll and stated that four members were present.

ACTION ITEMS
1. Ordinance 23-035, relating to revenue and finance; creating the 2023-0392
Public Works Construction Fund and adding a new Chapter 4.130
to Title 4 SCC
Jim Martin, Sr. Legislative Analyst, provided a staff report and explained that
approval of this ordinance adds new Chapter 4.130 to Title 4 of the Snohomish
County Code, creating the new multi-year fund in the Public Works Construction
Fund, allowing flexibility in Roads to budget for construction projects that span
over more than one budget cycle.
ACTION: Move to Administrative Matters, General Legislative Session May 3rd
to set time and date for a public hearing.
2. Ordinance 23-037, relating to the 2023 Annual Budget; revising 2023-0422
Section 8 Project Positions and amending Amended Ordinance No.
22-059
Jim Martin, Sr. Legislative Analyst, provided a staff report and explained
approval of this ordinance would correct the table in Section 8 of previously
adopted Amended Ordinance 22-059, restating the number of project positions
included in the 2023 Budget to reflect actual Health Department project
positions.
ACTION: Move to Regular Agenda, General Legislative Session April 26th to set
time and date for a public hearing.
3. Motion 23-145, cancelling uncollectible personal property taxes 2023-0356
Jim Martin, Sr. Legislative Analyst, provided a staff report and explained this
motion requests the cancellation of uncollectible personal property taxes and
that the Treasurer has made diligent searches and inquiries and was unable to
collect.
ACTION: Move to Consent Agenda, General Legislative Session May 3rd for
consideration.

4. Motion 23-161, approving award of Council Project Funds (Everett 2023-0395
Recovery Café)
Jim Martin, Sr. Legislative Analyst, provided a staff report on the proposed
awards of Council project funds in the amount of $100,000.00 to the Everett
Recovery Café.
ACTION: Move to Consent Agenda, General Legislative Session April 26th for
consideration.
5. Motion 23-173, authorizing the County Executive to sign the April 1, 2023-0456
2021 through March 31, 2025 Collective Bargaining Agreement
between Snohomish County and Snohomish County Sheriff’s
Office Management Team
Jim Martin, Sr. Legislative Analyst, provided a staff report and overview of the
proposed agreement and said and the duration of the agreement is April 1, 2021
through March 31, 2025.
ACTION: Move to Consent Agenda, General Legislative Session April 26th for
consideration.
6. Motion 23-174, authorizing the County Executive to sign the 2023-0463
January 1, 2022 through December 31, 2024 Collective Bargaining
Agreement between Snohomish County, Washington and the
Washington State Council of County and City Employees,
AFSCME, AFL-CIO, Local 109 - S (Airport - Fleet - Roads - Solid
Waste Supervisors)
Jim Martin, Sr. Legislative Analyst, provided a staff report and provided an
overview of the proposed agreement. Mr. Martin noted the duration of the
agreement is January 1, 2022, through December 31, 2024.
ACTION: Move to Consent Agenda, General Legislative Session April 26th for
consideration.

DISCUSSION ITEMS
1. Working Families Tax Credit 2023-0305
Francisco Diaz, Outreach Specialist-Northwest Washington,
Working Families Tax Credit Division
Francisco Diaz, Outreach Specialist Northwest Washington, provided a
presentation and explained the Working Families Tax Credit Program, offering
tax credit for low-to-moderate income individuals and families who meet certain
eligibility requirements. He further discussed various application methods and
outreach strategy.
Committee Chair Dunn thanked Mr. Diaz for the presentation and getting the
program information out to constituents. Committee Vice-Chair Nehring asked
Mr. Diaz for further financial information about the program and Mr. Diaz agreed
to respond at a later date.
2. 2023 Budget Note/Conditions Matrix 2023-0461

Jim Martin, Sr. Legislative Analyst, said council staff continues to monitor the
status of the 2023 budget notes and conditions and he provided current
updates.
At 10:26 a.m., Committee Chair Dunn recessed the meeting until the 11:00 a.m. Health and
Community Services Committee Meeting.
