Clerk of the Council CALL TO ORDER Committee Vice-Chair Nehring called the meeting to order at 10:24 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom. ROLL CALL The clerk called the roll and stated that four members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Motion 23-176, approving award of Council Project Funds (Second 2023-0424 Chance Outreach) Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motion would approve Council Project Funds to Second Chance Outreach for the Participatory Justice-Restorative Justice Project. She said the duration of the agreement would be through September 30, 2024. ACTION: Move to Consent Agenda, General Legislative Session May 10th for consideration. 2. Motion 23-178, approving the apportionment of 2022 Public Utility 2023-0380 District Privilege Taxes Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motion would approve apportionment of Public Utility District Privilege Taxes in the amount of $4,599,260.05 to the General Fund. ACTION: Move to Consent Agenda, General Legislative Session May 17th for consideration. Agenda items #3 and #4, Motions Nos. 23-184 and 23-185 were discussed together. Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motions would authorize the Executive to execute intergovernmental agreements with the cities of Edmonds and Mill Creek. She noted that the agreements will stay in effect until terminated. 3. Motion 23-184, authorizing an intergovernmental cooperative 2023-0244 purchasing agreement with the City of Edmonds ACTION: Move to Consent Agenda, General Legislative Session May 17th for consideration. 4. Motion 23-185, authorizing an intergovernmental cooperative 2023-0419 purchasing agreement with the City of Mill Creek ACTION: Move to Consent Agenda, General Legislative Session May 17th for consideration.
