Clerk of the Council CALL TO ORDER Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that three members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 23-049, approving Everett Public Facility District’s 2023-0500 Interlocal Agreement CLFR-036a Jim Martin, Sr. Legislative Analyst, provided a staff report and explained this ordinance approves the agreement through December 31, 2023, in the amount of $562,500.00. ACTION: Move to Regular Agenda, General Legislative Session May 24th to set time and date for a public hearing. 2. Motion 23-221, approving an Opioid Abatement and Spending Plan 2023-0431 Jim Martin, Sr. Legislative Analyst, provided a staff report and explained the motion approves an opioid abatement and spending plan submitted by the County Executive, relating to the opioid settlement, conditioning the release of $1,400,000.00. Mr. Martin discussed future implementations and hiring of employees, budgeted for $671,125.00. Discussion ensued amongst the committee members and Alessandra Durham, Executive Chief of Staff, concerning the settlement, employment positions, and future funding. ACTION: Move to Regular Agenda, General Legislative Session May 31st for consideration. 3. Motion 23-197, approving a budget transfer within Grant Fund 130 2023-0533 Jim Martin, Sr. Legislative Analyst, provided a staff report and explained this motion approves a transfer within Grant Fund 130 to support, upgrade, and enhance election security efforts and to provide expenditure authority within Grant Fund 130. ACTION: Move to Consent Agenda, General Legislative Session May 31st for consideration. Page 2 of 5 Finance, Budget and Meeting Minutes May 23, 2023 Administration Committee Agenda items #4 thru #9, Motions 23-202, 23-203, 23-204, 23-205, 23-206 and 23-207, were discussed together Jim Martin, Sr. Legislative Analyst, provided a staff report and an overview of the proposed agreements and said these motions authorize the Executive to sign the Collective Bargaining Agreements. 4. Motion 23-202, authorizing the County Executive to sign the 2023-0542 January 1, 2023 through December 31, 2023 Collective Bargaining Agreement between Snohomish County, Washington and Washington State Council of County and City Employees, AFSCME, AFL-CIO, Local 1811-CA District Court (Economic Agreement) ACTION: Move to Consent Agenda, General Legislative Session May 24th for consideration. 5. Motion 23-203, authorizing the County Executive to sign the 2023-0543 January 1, 2023 through December 31, 2023 Collective Bargaining Agreement between Snohomish County, Washington and the Washington State Council of County and City Employees, AFSCME, AFL-CIO, LOCAL 1811-ES Superior Court Supervisors (Economic Agreement). ACTION: Move to Consent Agenda, General Legislative Session May 24th for consideration. 6. Motion 23-204, authorizing the County Executive to sign the 2023-0544 January 1, 2023 through December 31, 2023 Collective Bargaining Agreement between Snohomish County, Washington and the Washington State Council of County and City Employees, AFSCME, AFL-CIO, LOCAL 1811-HS (Human Services Supervisors) ACTION: Move to Consent Agenda, General Legislative Session May 24th for consideration. Motion 23-205, authorizing the County Executive to sign the 2023-0547 January 1, 2023 through December 31, 2023 Collective Bargaining Agreement between Snohomish County, Washington and the Washington State Council of County and City Employees, AFSCME, AFL-CIO, LOCAL 1811-PA (Prosecutor’s Criminal and Family Support) ACTION: Move to Consent Agenda, General Legislative Session May 24th for consideration. 8. Motion 23-206, authorizing the County Executive to sign the 2023-0548 January 1, 2023 through December 31, 2023 Collective Bargaining Agreement between Snohomish County, Washington and the Washington State Council of County and City Employees, AFSCME, AFL-CIO, LOCAL 1811-S (Assessor’s Office Supervisors) ACTION: Move to Consent Agenda, General Legislative Session May 24th for consideration. 9. Motion 23-207, authorizing the County Executive to sign the 2023-0549 January 1, 2023 through December 31, 2023 Master Collective Bargaining Agreement between Snohomish County and the Washington State Council of County and City Employees, AFSCME, AFL-CIO ACTION: Move to Consent Agenda, General Legislative Session May 24th for consideration. 10. Motion 23-210, approving and implementing compensation 2023-0554 increases for Non-Represented Snohomish County Employees as authorized in the 2023 Annual Budget Jim Martin, Sr. Legislative Analyst, provided an overview of the proposed agreement and explained the proposed compensation increases for non-represented regular employees. ACTION: Move to Consent Agenda, General Legislative Session May 24th for consideration. Page 4 of 5 Finance, Budget and Meeting Minutes May 23, 2023 Administration Committee DISCUSSION ITEMS 1. 2023 Budget Note/Conditions Matrix 2023-0575 Jim Martin, Council Staff Jim Martin, Sr. Legislative Analyst, said council staff continues to monitor the status of the 2023 budget notes and conditions and he provided current updates. 2. Pacific Northwest Regional Economic Conference Update 2023-0576 Jim Martin, Council Staff Jim Martin, Sr. Legislative Analyst, discussed his attendance at the Regional Economic Conference on May 9-10, 2023. He discussed a variety of topics, including employment, economic outlooks, population, childcare and broadband services and thanked the Council for sending him to the conference. Committee Member Low thanked Mr. Martin for attending and presenting his report and Committee Member Mead continued the discussion on childcare. At 10:24 a.m., Committee Chair Dunn recessed the meeting until the 1:00 p.m. Community Safety and Justice Meeting. Page 5 of 5
