Clerk of the Council CALL TO ORDER Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Motion 23-238, authorizing the County Executive to sign the 2023-0636 Interagency Agreement between Snohomish County and Administrative Office of the Courts Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motion would approve a contract with the Administrative Office of the Courts for reimbursement for costs relating to judicial prosecutorial defense and resentencing of individuals in response to the Blake decision for up to $2,631,056.00 from July 1, 2023, through June 30, 2024. Ms. Gorle noted that there will be an associated appropriations ordinance coming but due to the existing contract expiring at the end of the month, it is necessary to have the contract acted on now. ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. 2. Motion 23-226, authorizing the County Executive to sign the Smart 2023-0594 Alliance Agreement for Investment Advisory Services between Snohomish County and Nationwide Investment Advisors, LLC Nicole Gorle, Senior Legislative Analyst, provided an overview of the proposed agreement and explained the motion would authorize the Executive to execute the agreement with Nationwide Investment Advisors, LLC for investment advice relating to the deferred compensation plan. Ms. Gorle said there is no cost to the county and the contract is in effect until terminated. ACTION: Move to Consent Agenda, General Legislative Session June 21st for consideration. Agenda items #3 and #4, Motion 23-240 and Ordinance 23-061, were discussed together Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the County received $1,010,078.00 under the Consolidated Appropriations Act. Ms. Gorle indicated that Ordinance 23-061 would amend the 2023 Budget to increase revenue and expenditures and Motion 23-240 would approve an agreement with Progressive Animal Welfare Society (PAWS) for Wildlife Center services through December 31, 2024, and allows for retroactive payments for costs beginning September 10, 2022, from the Bolt Creek fire. Motion 23-240, approving an Agreement for Professional Services 2023-0625 between Snohomish County and Paws for wildlife rehabilitation services ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. 4. Ordinance 23-061, related to the 2023 Budget; making a 2023-0646 supplemental appropriation in Grant Fund 130 to provide expenditure authority for funds received from the Department of Treasury Local Assistance and Tribal Consistency Fund ACTION: Move to Regular Agenda, General Legislative Session June 14th, to set time and date for public hearing. 5. Motion 23-239, authorizing the County Executive to sign the 2023-0642 January 1, 2022, through December 31, 2024, Collective Bargaining Agreement between Snohomish County, Washington and the Snohomish County Corrections Guild Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motion would authorize the Executive to execute the 2022 through 2024 Collective Bargaining Agreement with the Corrections Guild. Ms. Gorle spoke briefly on the changes from the prior agreement. ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. Motion 23-241, authorizing the County Executive to sign the 2023-0643 January 1, 2023, through December 31, 2023, Collective Bargaining Agreement between Snohomish County, Washington and Washington State Council of County and City Employees, AFSCME, AFL-CIO, Local 1811-JPD Superior Court Juvenile Services (Economic Agreement) Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motion would authorize the Executive to execute the Collective Bargaining Agreement with the Superior Court Juvenile Services. Ms. Gorle spoke briefly on the changes from the prior agreement and said this is a one-year contract . ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. 7. Motion 23-242, authorizing the County Executive to sign the 2023-0644 January 1, 2023, through December 31, 2023, Collective Bargaining Agreement between Snohomish County, Washington, and Snohomish County Juvenile Court Supervisors Association (Economic Agreement) Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motion would authorize the Executive to execute the Collective Bargaining Agreement with the Juvenile Court Supervisors Association. Ms. Gorle spoke briefly on the changes from the prior agreement and said this is a one year contract. ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration.
