Clerk of the Council CALL TO ORDER Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that four members were present. Page 1 of 3 Finance, Budget and Meeting Minutes June 27, 2023 Administration Committee PUBLIC COMMENT There were no persons present wishing to provide public comment. ACTION ITEMS 1. Ordinance 23-064, related to the 2023 Budget; making an 2023-0688 emergency appropriation in Employee Benefit Fund 508 to increase expenditure authority for LEOFF 1 Retiree Medical Costs Jim Martin, Sr. Legislative Analyst, provided a staff report and explained approval of this ordinance would increase expenditure authority as year to date claims are higher than anticipated. ACTION: Move to Administrative Matters, General Legislative Session July 5th to set time and date for a public hearing. Agenda items #2 and #3, Motion 23-265 and Ordinance 23-065, were discussed together Jim Martin, Sr. Legislative Analyst, provided a staff report and explained unforeseen project delays have extended the completion timeline of ARPA funded projects, necessitating a shifting of appropriated funds to various remodel projects. Mr. Martin said the transfers would not increase or reduce the overall allocated budget amounts. 2. Motion 23-265, approving a 2023 Budget transfer between 2023-0706 programs in Grant Control Fund 130, General Fund 002, Reet Fund 191, and Facility Construction Fund 311 ACTION: Move to Consent Agenda, General Legislative Session June 28th for consideration. 3. Ordinance 23-065, related to the 2023 Budget; making a 2023-0707 supplemental appropriation in Parks Construction Fund 309 and Facility Construction Fund 311 to provide expenditure authority for various capital and capital improvement projects ACTION: Move to Regular Agenda, General Legislative Session June 28th to set time and date for a public hearing. Page 2 of 3 Finance, Budget and Meeting Minutes June 27, 2023 Administration Committee DISCUSSION ITEMS 1. 2023 Budget Note/Conditions Matrix 2023-0741 Jim Martin, Council Staff Jim Martin, Sr. Legislative Analyst, said Council staff continues to monitor the status of the 2023 budget notes and conditions and he provided current updates. 2. Public Facility District Annual Report 2023-0743 Dave Earling, President of Snohomish County Public Facilities District (PFD) provided opening remarks. The following individuals presented a summary of the annual reports for their respective Districts: Janet Pope, Lynnwood Public Facilities District Corey Morgolis, Angel of the Winds Arena Christina Medlyn, Boeing Future of Flight Pete McGuire, Paine Field Joe Mclalwain, Edmonds Center for the Arts Lori Meagher, Edmonds Center for the Arts Discussion ensued and the panel of speakers responded to various questions from committee members.
