Snohomish County Council Finance, Budget and Administration Committee Meeting Minutes Megan Dunn, Committee Chair Nate Nehring, Committee Vice-Chair Committee Members: Sam Low, Jared Mead, Strom Peterson Jim Martin, Senior Legislative Analyst Paula Rhyne, Legislative Aide Cheri Danner, Assistant Clerk of the Council Tuesday, July 11, 2023 10:00 AM Jackson Board Room & Remote Meeting PRESENT: Committee Chair Dunn Committee Vice-Chair Nehring Committee Member Low Committee Member Mead Committee Member Peterson Jim Martin, Council Staff Cheri Danner, Asst. Clerk of the Council CALL TO ORDER Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Motion 23-279, adopting the Office of Social Justice Initiatives 2023-0721 Jim Martin, Sr. Legislative Analyst, provided a staff report and explained this motion would adopt proposed benchmarks by the Office of Social Justice and satisfy the 2023 Budget Condition #6. ACTION: Move to Regular Agenda, General Legislative Session July 19th for consideration. 2. Motion 23-280, approving the Snohomish County Tourism 2023-0768 Promotion Area - DVA Connected TV Project Jim Martin, Sr. Legislative Analyst, provided a staff report and explained this motion approves the 2023 Tourism Promotion Area Agreement for countywide promotion and marketing through Connected TV through December 31, 2023, with compensation not to exceed $78,000.00. Committee Chair Dunn indicated that the tourism group have been asked to give an update at the next meeting. ACTION: Move to Consent Agenda, General Legislative Session July 12th for consideration. Agenda items #3 and #4, Motions 23-285 and 23-295 were discussed together Jim Martin, Sr. Legislative Analyst, provided a staff report and explained county code allows the County to enter into intergovernmental cooperative agreements with other public agencies which allows each agency to make purchases from contracts the other has been awarded as a result of a competitive bid process. 3. Motion 23-285, authorizing an Intergovernmental Cooperative 2023-0770 Purchasing Agreement with the City of Woodinville ACTION: Move to Consent Agenda, General Legislative Session July 19th for consideration. Motion 23-295, authorizing an Intergovernmental Cooperative 2023-0803 Purchasing Agreement with the City of Ridgefield ACTION: Move to Consent Agenda, General Legislative Session July 19th for consideration.
