Clerk of the Council CALL TO ORDER Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 23-078, relating to County businesses, requiring the 2023-0905 acceptance of cash as payment for goods and/or services, adding a new Chapter 6.70 SCC, and providing an effective date Jim Martin, Senior Legislative Analyst, provided a staff report and said this ordinance would add Chapter 6.70 to the Snohomish County Code requiring businesses within unincorporated Snohomish County to accept cash as payment for goods and services. He provided background information and explained this might assist people who are unbanked or underbanked, as well as those who might prefer to use cash for some purchases. Committee Chair Dunn indicated she has asked the economic staff to reach out to the Economic Alliance to see impacts on small businesses, but she is comfortable moving the ordinance for time and date. ACTION: Move to Administrative Matters, General Legislative Session August 30th, to set time and date for public hearing. 2. Ordinance 23-082, related to the 2023 Budget; making a 2023-0930 supplemental appropriation in General Fund 002 to provide expenditure authority for funds received from the Washington State Administrative Office of the Courts Jim Martin, Senior Legislative Analyst, provided a staff report and explained the ordinance would allow a supplemental appropriation to provide expenditure authority for the reimbursement of court ordered refunds of legal financial obligations for eligible persons seeking to vacate felony convictions, and/or to be resentenced pursuant to State vs. Blake. ACTION: Move to Regular Agenda, General Legislative Session August 30th, to set time and date for public hearing. Motion 23-340, approve and authorize the County Executive to 2023-0908 execute Amendment 1 to the Agreement for Printing, Mailing and Electronic Delivery Services with the Master’s Touch, LLC Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion approves the amendment to the Agreement. He said due to increases in costs due to inflation, the fee schedule has been adjusted and the not to exceed amount is being increased by with the not to exceed amount increasing by $15,600.00 to a new total of $135,600.00, all other terms and conditions are unchanged. Mr. Martin explained a substitute motion and updated amendment that reflects the new not to exceed amount have been submitted and he requested the council move substitute motion along with the updated amendment for consideration. There were no objections. ACTION: Move substitute motion to Consent Agenda, General Legislative Session August 30th for consideration. Agenda items #4 and #5, Motions 23-329 and 23-330 were discussed together Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motions would approve one-year agreements, effective January 1, 2023, through December 31, 2023. 4. Motion 23-329, authorizing the County Executive to sign the 2023-0897 January 1, 2023, through December 31, 2023, Collective Bargaining Agreement between Snohomish County, Washington and the Public, Professional & Office-Clerical Employees and Drivers Local Union 763 (representing corrections supervisors) ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. 5. Motion 23-330, authorizing the County Executive to sign the 2023-0898 January 1, 2023, through December 31, 2023, Collective Bargaining Agreement between Snohomish County, Washington and the Public, Professional & Office-Clerical Employees and Drivers Local Union 763 (representing law enforcement support) ACTION: Move to Consent Agenda, General Legislative Session August 23rd for consideration. Motion 23-353, authorizing the County Executive to sign 2023-0965 Amendment No. 1 to the Human Services Addendum to the 2023 Master Collective Bargaining Agreement between Snohomish County and the Washington State Council of County and City Employees, AFSCME, AFL-CIO Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve Amendment 1, which will increase the stipend for qualified employees who volunteer to take and cover an additional eight-hour shift from $400.00 to $600.00. ACTION: Move to Consent Agenda, General Legislative Session August 30th for consideration. 7. Motion 23-351, approving a contract with Purple Communications 2023-0918 for on call interpreting and translating services for Snohomish County Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve the agreement, with a not to exceed amount of $150,000.00, a term ending May 31, 2025, and a potential for up to two additional one-year terms. ACTION: Move to Consent Agenda, General Legislative Session August 30, 2023, for consideration. DISCUSSION ITEMS 1. 2023 Budget Note/Conditions Matrix 2023-0961 Jim Martin, Council Staff Jim Martin, Senior Legislative Analyst, said Council staff continues to monitor the status of the 2023 budget notes and conditions and he provided current updates. GSP and EASC Presentation 2023-0974 Brian Surratt, GSP CEO Rebecca Lovell, GSP COO Garry Clark, CEO and President Wendy Poischbeg, Vice President of Economic Development Brian Surratt, President and Chief Executive Officer and Rebecca Lovell, Chief Operating Officer with Greater Seattle Partners provided a PowerPoint presentation detailing activities, projects, and events. Garry Clark, and Wendy Poischbeg of Economic Alliance Snohomish County distributed copies of their 2023 Quarterly Economic Development Report for Quarters 1 and 2. They provided a detailed PowerPoint presentation describing their roll in strengthening Snohomish County’s economic vitality. Meeting adjourned at 10:56 a.m. Page 5 of 5
