Drewel Building & Remote Meeting SPECIAL MEETING PRESENT: Committee Chair Dunn Committee Vice-Chair Nehring Committee Member Low Committee Member Mead Committee Member Peterson Jim Martin, Council Staff Cheri Danner, Asst. Clerk of the Council CALL TO ORDER Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 23-089, approving Everett City’s interlocal agreement 2023-1001 GF-022-02f Jim Martin, Sr. Legislative Analyst, provided a staff report and explained the proposed ordinance approves the agreement for the purchase and placement of public restrooms. He noted the agreement is through December 31, 2024, with a not to exceed amount of $250,000.00. ACTION: Move to Administrative Matters, General Legislative Session September 20th to set time and date for a public hearing. 2. Ordinance 23-090, related to the 2023 Budget; making a 2023-1021 supplemental appropriation in Special Revenue Fund 100 Jim Martin, Sr. Legislative Analyst, provided a staff report and explained the proposed ordinance makes a supplemental appropriation to provide revenue authority for funds received from newly established cable operator franchise fees associated with public, educational, and governmental access channels in the amount of $165,000.00 ACTION: Move to Administrative Matters, General Legislative Session September 20th to set time and date for a public hearing. 3. Motion 23-361, approving a contract with the Language Exchange, 2023-0919 Inc. for on call interpreting and translating services for Snohomish County Jim Martin, Sr. Legislative Analyst, provided a staff report and explained the motion approves the contract, with a not to exceed amount of $150,000.00, and a term ending May 31, 2025, with the potential for up to two additional one-year terms, at the sole discretion of the County. ACTION: Move to Consent Agenda, General Legislative Session September 20th for consideration. Page 2 of 3 Finance, Budget and Meeting Minutes September 12, 2023 Administration Committee 4. Motion 23-370, cancelling aged outstanding warrants 2023-1000 Jim Martin, Sr. Legislative Analyst, provided a staff report and explained the motion cancels aged outstanding warrants in the total amount of $74,936.27. ACTION: Move to Consent Agenda, General Legislative Session September 20th for consideration. 5. Motion 23-391, authorizing the County Executive to sign 2023-1052 Amendment No. 1 to the Collective Bargaining Agreement between Snohomish County, Washington, and the Snohomish County Deputy Sheriff’s Association Jim Martin, Sr. Legislative Analyst, provided a staff report and explained the motion approves the amendment, adding the positions of scuba boat operator and full-time search and rescue to the list of specialized duties that receive a 3% monthly premium of the top step of their respective classification. ACTION: Move to Consent Agenda, General Legislative Session September 13th for consideration. 6. Motion 23-393, authorizing the County Executive to sign the 2023-1043 January 1, 2022, through December 31, 2024, Collective Bargaining Agreement between Snohomish County, Washington and the International Association of Firefighters Union Local #2597 Jim Martin, Sr. Legislative Analyst, provided a staff report and explained the motion approves a three-year agreement, effective January 1, 2022, through December 31, 2024. Mr. Martin gave an overview of the proposed agreement. ACTION: Move to Consent Agenda, General Legislative Session September 20th for consideration. Meeting adjourned at 10:07 a.m. Page 3 of 3
