Drewel Building & Remote Meeting SPECIAL MEETING PRESENT: Committee Chair Dunn Committee Vice-Chair Nehring Committee Member Low (remote) Committee Member Mead Committee Member Peterson Jim Martin, Council Staff Cheri Danner, Asst. Clerk of the Council CALL TO ORDER Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 23-094, modifying vacation leave accruals for classified 2023-1053 employees and amending SCC 3A.06.050 Jim Martin, Senior Legislative Analyst, provided a staff report and said this ordinance would adjust the annual and maximum approvals for classified employees. ACTION: Move to Administrative Matters, General Legislative Session October 4th to set time and date for public hearing. 2. Motion 23-394, approving a contract with Universal Language 2023-0969 Service, Inc. for on call interpreting and translating services for Snohomish County Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve the contract, with a not to exceed amount of $150,000.00 and a term ending May 31, 2025. ACTION: Move to Consent Agenda, General Legislative Session October 4th for consideration. 3. Motion 23-392, approving 2023 budget transfer from 2023-1029 Nondepartmental to Sheriff’s Office Corrections Bureau related to achievement of revenue target and satisfaction of criterion to receive contingent authority Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion approves a budget transfer in the amount of $750,000.00 contingent on exceeding the baseline budget revenue amount which has been reached . Motion 23-403, authorizing the County Executive to sign the 2023-1093 Supplemental Agreement to the Collective Bargaining Agreement between the county of Snohomish, Washington and the Public, Professional & Office-Clerical Employees and Drivers Local Union 763 (Representing Law Enforcement Support) Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve a supplemental agreement that will expire on December 31, 2023. ACTION: Move to Consent Agenda, General Legislative Session September 27th for consideration. 5. Motion 23-407, approving award of Workforce Project Funds 2023-1038 Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve the agreement with Cares of Washington to provide assistance to unemployed or underemployed workers through December 31, 2024, for a not to exceed amount of $128,672.00. ACTION: Move to Consent Agenda, General Legislative Session September 27th for consideration. 6. Motion 23-408, approving Amendment 1 to Agreement with Second 2023-1134 Chance Foundation Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve Amendment 1, adding $48,600.00 to the not to exceed amount for a new total of $198,600.00 and extends the duration of the agreement through December 31, 2024. ACTION: Move to Consent Agenda, General Legislative Session October 4th for consideration.
