Snohomish County Council Health and Community Services Committee Meeting Minutes Jared Mead, Committee Chair Sam Low, Committee Vice-Chair Committee Members: Nate Nehring, Megan Dunn, Strom Peterson Nicole Gorle, Senior Legislative Analyst Angela Ewert, Legislative Aide Cheri Danner, Assistant Clerk of the Council Tuesday, April 25, 2023 11:00 AM Jackson Board Room & Remote Meeting PRESENT: Committee Chair Mead Committee Vice-Chair Low Committee Member Nehring Committee Member Dunn Committee Member Peterson (not present) Nicole Gorle, Council Staff Heidi Beazizo, Chief of Staff Lisa Campfield, Assistant Clerk of the Council CALL TO ORDER Committee Chair Mead called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that four members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 23-038, approving agreement with Washington State 2023-0391 Department of Social and Health Services for Refugee Health Screening Program Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the ordinance would approve an agreement with the Washington State Department of Social and Health Services Refugee Health Screening Program to provide resettling services from January 1, 2023 thru September 30, 2023, and the State will pay the County up to $257,000.00 for work performed. ACTION: Move to Administrative Matters, General Legislative Session May 3rd, to set time and date for public hearing. 2. Ordinance 23-039, approving agreement for Health Officer 2023-0402 Coverage between Whatcom County and Snohomish County Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the ordinance would allow Snohomish County and Whatcom County Health Officers to provide coverage for each other. She said this interlocal agreement would be effective upon execution through December 31, 2028, with automatic annual renewals unless terminated by either party and as coverage is provided by each county, there is no exchange of funds. ACTION: Move to Administrative Matters, General Legislative Session May 3rd, to set time and date for public hearing. 3. Motion 23-153, authorizing the Executive to sign a grant agreement 2023-0411 with Latino Educational Training Institute to provide advancing health literacy to enhance equitable community responses to Covid-19 grant funding Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motion would approve a grant agreement with Latino Educational Training Institute (LETI) to provide advancing health literacy Covid-19 grant funds. She said LETI will receive up to $200,000.00 from November 2021 thru June 2023, and noted that this agreement was not approved as to form. Ordinance 23-040, approving and authorizing the execution of 2023-0408 Amendment 1 to the Restated Joint County Authority BH-ASO Interlocal Operating Agreement of North Sound Behavioral Health-Administrative Services Organization, LLC Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the ordinance would approve Amendment 1 to the Interlocal Operating Agreement of North Sound Behavioral Health-Administrative Services Organization, which would allow participation in monthly meetings by the Board of Directors to be both in-person and virtually. ACTION: Move to Administrative Matters, General Legislative Session May 3rd, to set time and date for public hearing. 5. Motion 23-165, approving the Snohomish County Urban County 2023-0439 Consortium 2023 Annual Action Plan for HUD Housing and Community Development Programs Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the motion would approve the Annual Action Plan for HUD Housing and Community Development Programs. She said the proposed draft 2023 plan provides for a total of $6,299,894.00 of funds to be expended in a matter consistent with the 2020-2024 Consolidated Plan and will run from July 1, 2023 through June 30, 2024. Ms. Gorle noted that Human Services has received more comments beyond the April 24, 2023, deadline and will be providing a summary by April 28, 2023, which she will forward to committee members. Motion 23-136, approving 2021-2022 Annual Reports for the Puget 2023-0362 Sound Taxpayer Accountability Act (PSTAA) Interlocal Agreement(s) Heidi Beazizo, Chief of Staff, provided a staff report and explained Snohomish County receives funds from the Puget Sound Taxpayers Accountability Act (PSTAA) and $800,000.00 was allotted in the 2021 Budget to local community colleges and K-12 school districts students residing inside the Regional Transit Authority’s boundaries. She said interlocal agreements with those schools requested an annual report on the outcome of the proposed spending plan and the 2021-2022 program year annual reports have been received and a summary has been provided. Committee Member Dunn said she appreciates the format of the summary and how it’s clearly laid out. ACTION: Move to Consent Agenda, General Legislative Session May 3rd for consideration. 7. Motion 23-159, requesting performance metric report related to the 2023-0427 efficacy of services provided at county-owned facilities Heidi Beazizo, Chief of Staff, provided a staff report and explained that the motion requests a quarterly report related to services provided at county-owned facilities and attached to the motion is Appendix A, which details the requested data points. ACTION: Move to Consent Agenda, General Legislative Session May 3rd for consideration. DISCUSSION ITEM 1. Health Department Director Spring Update on the 2023 Budget 2023-0397 Nicole Gorle, Senior Legislative Analyst, said that in accordance with the adopted 2023 Budget, the Health Department has submitted their update, and indicated that department staff is available for any questions.
