CALL TO ORDER
Committee Chair Mead called the meeting to order at 11:00 a.m. and provided instructions for
those wishing to provide public comment for both in-person and remote via Zoom .

ACTION ITEMS
1. Ordinance 23-041, approving agreement with Washington State 2023-0442
Department of Health for the sharing of Opioid Overdose Data
Ryan Countryman, Senior Legislative Analyst, provided a staff report and
explained the ordinance would authorize execution of a data sharing agreement
with Washington State Department of Health (DOH) for the sharing of opioid
overdose data, allowing the Snohomish County Health Department to continue
the same data sharing partnership with DOH that the Snohomish Health District
previously had in place.
ACTION: Move to Administrative Matters, General Legislative Session May
17th, to set time and date for public hearing.
2. Ordinance 23-044, approving Amendment No. 11 to Consolidated 2023-0455
Contract with Washington State Department of Health and
providing authority for future amendments
Ryan Countryman, Senior Legislative Analyst, provided a staff report and
explained the ordinance would authorize Amendment No. 11 to the contract with
the Washington State Department of Health (DOH) and authorizes the County
Executive to enter future amendments. Mr. Countryman gave an overview of
the adjusted funding and noted the increase of $157,502.00 for a revised
maximum funding of $23,952,617.00.
ACTION: Move to Administrative Matters, General Legislative Session May
17th, to set time and date for public hearing.
Agenda items #3 and #4, Ordinances No. 23-047 and 23-048, were discussed
together
Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained the ordinances
would approve agreements for naloxone distribution to first responders, local jurisdictions,
tribal governments and individuals for their use and authorize the Executive to execute
individual agreements with jurisdictions and tribes as long as the ordinances are substantially
similar to these templates. Ms. Gorle said with the integration of the Health District into the
County, the agreements need to be re-executed.
Committee Member Peterson asked if the agreements are on-going or if there are any
time-frame issues. Ms. Gorle responded that there are no issues and these programs are
continuing on.

Naloxone distribution between Snohomish County and local
jurisdictions within Snohomish County
ACTION: Move to Administrative Matters, General Legislative Session May
17th, to set time and date for public hearing.
4. Ordinance 23-048, approving and authorizing form agreements for 2023-0479
Naloxone distribution (Leave-Behind Program) between Snohomish
County and local jurisdictions within Snohomish County
ACTION: Move to Administrative Matters, General Legislative Session May
17th, to set time and date for public hearing.
5. Motion 23-181, authorizing the Executive to sign the National 2023-0472
Association of County and City Health Officials (NACCHO) for the
Implementation of the Overdose Prevention Strategies at the Local
Level (LOPSLL) Project
Ryan Countryman, Senior Legislative Analyst, provided a staff report and
explained the motion would authorize the Executive to sign the contract, which
would result in receipt and expenditure of $155,319.00 in grant funds in 2023.
ACTION: Move to Consent Agenda, General Legislative Session May 17th for
consideration.
6. Motion 23-182, approving and authorizing the County Executive to 2023-0475
sign the Low-Income Home Energy Assistance Program Contract
23-32606-081 Amendment A with the Washington State
Department of Commerce
Ryan Countryman, Senior Legislative Analyst, provided a staff report and
explained the motion would approve and authorize the County Executive to sign
the Contract Amendment A, adding $567,823.00 to the original contract for the
period of April 1, 2023, to September 30, 2025.
ACTION: Move to Consent Agenda, General Legislative Session May 17th for
consideration.

The clerk noted that public comment was not opened at the beginning of the meeting .
Committee Chair Mead opened public comment and there were no persons present wishing
to speak.
At 11:11 a.m., Committee Chair Mead recessed the meeting until the 1:00 p.m. Community
Safety and Justice Committee Meeting.
