CALL TO ORDER
Committee Chair Mead called the meeting to order at 11:00 a.m. and provided instructions for
those wishing to provide public comment for both in-person and remote via Zoom .

The clerk called the roll and stated that five members were present.

ACTION ITEMS
1. Ordinance 23-052, approving agreement with Health Care Authority 2023-0562
for the Medicaid Administrative Claiming Program
Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained
the ordinance would authorize execution of the agreement from January 1,
2023, through December 31, 2025. Ms. Gorle noted the contract may be
extended two additional terms.
ACTION: Move to Regular Agenda, General Legislative Session June 14th, to
set time and date for public hearing.
2. Ordinance 23-056, approving amendment with Washington State 2023-0603
Department of Social and Health Services to assist recipients of
temporary assistance for needy families through the Workfirst
Program
Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained
the ordinance would approve an amendment increasing the contract's do not
exceed amount by $14,300.00 for a total do not exceed amount of $17,875.00.
ACTION: Move to Regular Agenda, General Legislative Session June 14th, to
set time and date for public hearing.
3. Motion 23-217, authorizing the release of funds of the Snohomish 2023-0545
Health Department conditioned in Amended Ordinance 22-059
Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained
the motion would approve the release of $10,000,000.00 conditioned in the
Health Department’s 2023 budget.
ACTION: Move to Consent Agenda, General Legislative Session June 21st for
consideration.

4. Motion 23-222, approving an increase in the number of employees 2023-0579
authorized in the 2023 annual budget in the Health Department
Fund 125 for the Health Department
Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained
the motion would approve an increase in full time employees within the Health
Department by 2.18.
ACTION: Move to Consent Agenda, General Legislative Session June 21st for
consideration.
5. Motion 23-230, approving an increase in the number of employees 2023-0577
authorized in the 2023 Annual Budget in the General Fund 002 for
the Medical Examiner Office
Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained
the motion would approve an increase in full time employees within the Medical
Examiner’s budget by 1.0 by adding a full-time Pathology Assistant.
ACTION: Move to Consent Agenda, General Legislative Session June 14th for
consideration.
6. Motion 23-234, approving 2023 Dispute Resolution Center 2023-0629
Surcharge Contract with Volunteers of America Western
Washington
Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained
the motion would approve the contract with Volunteers of America for the
operation of the Dispute Resolution Center for the duration of 2023 and has a
do not to exceed amount of $140,000.00.
ACTION: Move to Consent Agenda, General Legislative Session June 14th for
consideration.

7. Motion 23-237, amending the 2019 Annual Action Plan to 2023-0640
reallocate supplemental Community Development Block Grant
Coronavirus Funding
Nicole Gorle, Senior Legislative Analyst, provided an overview of the proposed
agreement and indicated that of the $1,920,428.00 allocated from the
Community Development Block Grant Coronoavirus Funding, $198,380.00 shall
go to create a Coronavirus Education Prevention Facility at Fire District #24 and
Homage Senior Services shall receive $200,000.00 to purchase new vans for
their Meals on Wheels Program.
ACTION: Move to Consent Agenda, General Legislative Session June 21st for
consideration.
