ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Motion 23-266, amending the 2022 Annual Action Plan to expand 2023-0710 the population served for an existing CDBG Project and to add home program income Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained this motion would amend the Action Plan to expand the scope of an existing $139,000.00 award to the YWCA and to reallocate an existing award of $63,760.00 to the city of Everett program that provides purchase assistance to low- and moderate-income first time home buyers. ACTION: Move to Consent Agenda, General Legislative Session July 19th for consideration. 2. Motion 23-281, approving and authorizing the County Executive to 2023-0769 execute the Washington State Department of Commerce Interagency Agreement for the System Demonstration Grant Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and receive the System Demonstration Grant funds which combines State homeless resources into a single grant program that is administered by Human Services. ACTION: Move to Consent Agenda, General Legislative Session July 12th for consideration. 3. Motion 23-290, approving and authorizing the County Executive to 2023-0790 execute DDA County Program Services Agreement # 2363-48746 Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He said the work and amount of the agreement has already been anticipated in the 2023 grant work plan. This motion approves and authorizes the Executive to execute the Development Disabilities Administration County Program Services Agreement and make any amendments to the agreement. Motion 23-296, approving and authorizing the Snohomish County 2023-0806 Executive to execute the Interlocal Agreement County Lead Agency (CLA)-Early Intervention Services # 24-1107 with the State of Washington, Department of Children Youth and Families (DCYF) Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and authorize the Executive to execute the interlocal agreement to provide programs for children ages 0-3 who have developmental delays and disabilities. He explained that no matching funds are required. The new contract covers the period of July 1, 2023, through July 1, 2024. ACTION: Move to Consent Agenda, General Legislative Session July 12th for consideration. 5. Ordinance 23-066, approving form agreement for Emergency Use 2023-0709 Facility License Nicole Gorle, Sr. Legislative Analyst, provided a staff report and explained the ordinance would approve a template emergency use facility license agreement and authorizes the Executive to negotiate the agreement, subject to final approval by Council. ACTION: Move to Administrative Matters, General Legislative Session July 19th, to set time and date for public hearing. 6. Ordinance 23-068, approving Amendment No. 14 to Consolidated 2023-0775 Contract with Washington State Department of Health and Adding Authority For Future Amendments Regarding Monkeypox Prevention & Response Nicole Gorle, Sr. Legislative Analyst, provided a staff report and explained the ordinance would amend the scope of work for the Covid-19 LHJ Vaccination-ARPA program and would be amended to add an additional $664,210.00 to this program along with adding $5,000.00 for a Monkey Pox Prevention and Response Program. The total increase in funds to the county would be $669,210.00. ACTION: Move to Administrative Matters, General Legislative Session July 19th, to set time and date for public hearing. Ordinance 23-069, approving amendment to Whatcom County 2023-0776 Contract for Youth Cannabis & Commercial Tobacco Prevention Program Nicole Gorle, Sr. Legislative Analyst, provided a staff report and explained the ordinance would approve Amendment 3 to the contract, adding $14,928.00 to the do not exceed amount to be spread across personnel, advertising, and travel and training costs. ACTION: Move to Administrative Matters, General Legislative Session July 19th, to set time and date for public hearing . 8. Ordinance 23-070, approving agreement with the State of 2023-0754 Minnesota for the purchase of Naloxone Nicole Gorle, Sr, Legislative Analyst, provided a staff report and explained the ordinance authorizes the execution of the application and agreement to becoming a member of the Minnesota Multistate Contracting Alliance for Pharmacy Infuse to purchase naloxone. Ms. Gorle noted that in consultation with Committee Chair Mead, an amendment is being drafted to amend the enacting clause to allow the purchase of naloxone up to $250,000.00. ACTION: Move to Administrative Matters, General Legislative Session July 19th, to set time and date for public hearing. 9. Motion 23-267, authorizing the Executive to sign a grant agreement 2023-0711 with Bastyr University to provide Advancing Health Literacy to Enhance Equitable Community Responses to COVID-19 grant funding Nicole Gorle, Sr. Legislative Analyst, provided a staff report and explained the motion would approve the subrecipient grant agreement with Bastyr University for the Advancing Health Literacy Grant, which ends June 30, 2023, for $250,000.00. Ms. Gorle noted the agreement has not been approved as to form. ACTION: Move to Regular Agenda, General Legislative Session July 19th for consideration. Motion 23-282, authorizing the Executive to sign Agreement for 2023-0773 Supplemental Nurse Staffing with Maxim Healthcare Staffing Services, Inc Nicole Gorle, Sr. Legislative Analyst, provided a staff report and explained the motion would approve the contract with Maxim Healthcare Staffing Services for supplemental staffing to the Health Department with a do not exceed amount of $200,000.00 per year. Ms. Gorle noted that the contract duration is from June 22, 2023, through June 22, 2024, with an option to renew up to 5 one-year terms. If renewed, the rates for each position type will increase 3% by year. Ms. Gorle and Pam Aguilar, Health Department, responded to Committee Member Dunn's concerns related to the multi-year contract. Committee Member Dunn will connect with Ms. Aguilar with additional questions. ACTION: Move to Regular Agenda, General Legislative Session July 19th for consideration. 11. Motion 23-288, authorizing the Executive to sign a letter to Century 2023-0752 Communities releasing funds for post-closure activities on the Go East Landfill/Bakerview Project Nicole Gorle, Sr. Legislative Analyst, provided a staff report and explained the motion would approve releasing the Century Communities $497,000 bond held for post closure activities. Pam Agulair, Health Department, responded to Committee Vice-Chair Low's concern regarding notification and asked if there are plans to notify the HOA. She said she believed it was strictly internal noticing, but said she would check for him. ACTION: Move to Regular Agenda, General Legislative Session July 19th for consideration.
