Snohomish County Council Health and Community Services Committee Meeting Minutes Jared Mead, Committee Chair Sam Low, Committee Vice-Chair Committee Members: Nate Nehring, Megan Dunn, Strom Peterson Cynthia Foley, Legislative Analyst Angela Ewert, Legislative Aide Cheri Danner, Assistant Clerk of the Council Tuesday, August 22, 2023 11:00 AM Jackson Board Room & Remote Meeting PRESENT: Committee Chair Mead Committee Vice-Chair Low (remote) Committee Member Nehring Committee Member Dunn Committee Member Peterson (remote) Theresa Bengtson, Health Department Cynthia Foley, Council Staff Cheri Danner, Assistant Clerk of the Council CALL TO ORDER Committee Chair Mead called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 23-081, approving agreement with Washington State 2023-0927 Department of Health for Pregnancy Risk Assessment Monitoring System Data Sharing Cynthia Foley, Legislative Analyst, provided a staff report and explained the ordinance authorizes the County Executive, or a designee, to execute the agreement expiring on December 31, 2026, with no fiscal implications. ACTION: Move to Administrative Matters, General Legislative Session August 30th, to set time and date for public hearing. 2. Motion 23-336, approving an increase in the number of employees 2023-0921 authorized in the 2023 annual budget in the Health Department Fund 125 for the Health Department Cynthia Foley, Legislative Analyst, provided a staff report and explained the motion approves the increase of nine full-time employees (FTEs) in the Health Department. She presented an overview of the sources used to fund the positions and asked the Committee to direct the clerk to update the table in the motion to reflect the approval of the .5 FTE requested by the Office of Public Advocate. Committee Chair Mead concurred. Committee Member Dunn inquired about how this motion affects the additional FTEs requested by District Court and Ms. Foley assured her that this motion does not affect the District Court’s request. Committee Member Dunn also commented that she’s comfortable supporting this motion as the FTEs are not from the General Fund, but thinks in the future, the FTE limit in should be restricted to General Fund positions and Committee Chair Mead agreed. Committee Chair Mead and Committee Member Nehring asked if any of the positions have policy or advocacy roles. Theresa Bengtson, Health Department Finance Manager, responded and said she will provide the requested information. ACTION: Move corrected motion to Regular Agenda, General Legislative Session August 30th for consideration. Meeting adjourned at 11:10 a.m. Page 2 of 2
