Drewel Building & Remote Meeting PRESENT: Acting Committee Chair Dunn Committee Vice-Chair Low (not present) Committee Chair Mead (not present) Committee Member Nehring (not present) Committee Member Peterson Cynthia Foley, Council Staff Lisa Hickey, Assistant Clerk of the Council CALL TO ORDER Acting Committee Chair Dunn called the meeting to order at 11:00 a.m. ROLL CALL The clerk called the roll and stated that two members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Page 1 of 3 Health and Community Services Meeting Minutes May 14, 2024 Committee ACTION ITEMS Cynthia Foley, Legislative Analyst, provided a staff report for the following items: 1. Ordinance 24-038, approving Amendment No. 20 to Consolidated 2024-0782 Contract with Washington State Department of Health and providing authority for future amendments regarding Infectious Disease-STI Program Expansion Acting Committee Chair Dunn asked procedural questions. Ms. Foley said she would look into them and follow up. ACTION: Move to Administrative Matters, General Legislative Session May 22nd to set time and date for public hearing. 2. Motion 24-188, authorizing the Executive to sign the agreement for 2024-0739 an equity assessment of the Snohomish County Health Department with the Upstream Group, LLC ACTION: Move to Consent Agenda, General Legislative Session May 22nd for consideration. 3. Motion 24-178, authorizing the Executive to sign the Agreement for 2024-0616 Naloxone Distribution between Snohomish County and City of Monroe Police Department Committee Member Peterson had an inquiry and Ms. Foley clarified the difference between the leave behind and distribution programs. ACTION: Move to Consent Agenda, General Legislative Session May 22nd for consideration. 4. Motion 24-187, authorizing the Executive to sign the agreement for 2024-0732 transportation services with peer navigation with Ideal Option PLLC ACTION: Move to Consent Agenda, General Legislative Session May 22nd for consideration. Motion 24-177, authorizing the Executive to sign Amendment No. 2 2024-0599 to Reciprocal Agreement with Sound Foundation for Public Health ACTION: Move to Consent Agenda, General Legislative Session May 22nd for consideration. 6. Motion 24-180, authorizing the Executive to sign Amendment No. 2 2024-0643 with Volunteers of America Western Washington to provide Advancing Health Literacy to Enhance Equitable Community Responses to COVID-19 grant funding ACTION: Move to Consent Agenda, General Legislative Session May 22nd for consideration. 7. Motion, 24-202, authorizing the Executive to sign Amendment No. 2024-0821 2 with North Counties Family Services to provide Advancing Health Literacy to Enhance Equitable Community Responses to COVID-19 grant funding ACTION: Move to Consent Agenda, General Legislative Session May 22nd for consideration. 8. Motion 24-209, authorizing the Executive to sign the Agreement for 2024-0867 a Communications Campaign with Quinn Thomas, LLC ACTION: Move to Consent Agenda, General Legislative Session May 22nd for consideration. 9. Motion, 24-201, appointing Herbert Duber, MD, MPH, FACEP, to 2024-0818 serve as Acting Health Officer when Snohomish County Health Officer may be absent ACTION: Move to Consent Agenda, General Legislative Session May 22nd for consideration.
