CALL TO ORDER: Committee Chair Nehring called the remote meeting to order at 11:00 a.m. and provided instructions for remote participation in the Zoom meeting. ROLL CALL: The clerk called the roll and stated that four members were present. Page 1 of 3 Planning and Community Meeting Minutes June 01, 2021 Development Committee PUBLIC COMMENT: The following individuals provided public comment relating to the use of pesticides in bioretention ponds: 1) William Lider, resident of Lynnwood 2) Marjie Fields, resident of Edmonds ACTION ITEMS: [Note: Action Items 1 through 3 were discussed together.] 1. Ordinance 21-029, relating to the regulation of construction; 2021-0177 adopting the 2018 edition of the International Mechanical Code as revised, the 2018 edition of the Washington State Energy Code as revised, the 2018 edition of the Uniform Plumbing Code as revised; and amending sections in chapters 30.51A, 30.52B, 30.52D and 30.52E SCC Geoffrey Thomas, Council Chief of Staff, provided a staff report for the three proposed ordinances relating to the regulation of construction. Eileen Canola, Planning and Development Services (PDS), provided a PowerPoint presentation with a comprehensive overview of the adoption of the 2018 versions of the County's Mechanical, Energy, Plumbing Codes, the County's Building and Residential Codes, and the County's Fire Code. She also explained the proposed amendments to Title 30. ACTION: Move to Administrative Matters, General Legislative Session on June 9, 2021, to set time and date for a public hearing. 2. Ordinance 21-030, relating to the regulation of construction; 2021-0268 adopting the 2018 edition of the International Building Code and International Residential Code, as revised; amending sections in chapters 30.50, 30.52A and 30.52F of the Snohomish County Code [See notes under Action Item 1, Ordinance 21-029.] ACTION: Move to Administrative Matters, General Legislative Session on June 9, 2021, to set time and date for a public hearing. Ordinance 21-031, relating to the regulation of construction; 2021-0269 adopting the 2018 edition of the International Fire Code as revised; adding and amending fees; and amending and adding sections in chapters 30.53A and 30.86 SCC [See notes under Action Item 1, Ordinance 21-029.] ACTION: Move to Administrative Matters, General Legislative Session on June 9, 2021, to set time and date for a public hearing. DISCUSSION ITEM: 1. Ordinance 21-025, relating to regulation of stormwater; amending 2021-0182 Chapters 7.53, 7.54, 30.63a, 30.63b and subtitle 30.91 of the Snohomish County Code (SCC) in response to the County’s 2019 NPDES Phase I Permit Terri Strandberg, Planning and Development Services, along with Gregg Farris and William Lief, Surface Water Management, presented information in response to questions raised by the Planning and Community Development Committee on May 4, 2021, relating to bioretention. Discussion ensued as the department representatives, along with Tom Teigen, Department of Conservation and Natural Resources Director, responded to additional questions relating to the rulemaking process for the drainage manual. NOTE: No Action - for discussion only. Public Hearing has been scheduled for June 16, 2021, at 10:30 a.m. There being no further business for the day, Committee Chair Nehring adjourned the meeting at 11:33 a.m. Page 3 of 3
