Snohomish County Council Planning and Community Development Committee Meeting Minutes Nate Nehring, Committee Chair Megan Dunn, Committee Vice-Chair Committee Members: Stephanie Wright, Sam Low, Jared Mead Ryan Countryman, Senior Legislative Analyst Russell Wiita, Legislative Aide Debbie Eco, Clerk of the Council Tuesday, September 7, 2021 11:00 AM Remote Meeting via Zoom SPECIAL MEETING PRESENT: Committee Chair Nehring Committee Vice-Chair Dunn Committee Member Wright Committee Member Low Committee Member Mead Ryan Countryman, Council Staff Steve Skorney, Planning & Development Services Jay Larson, Planning & Development Services Debbie Eco, Clerk of the Council CALL TO ORDER: Committee Chair Nehring called the special meeting to order at 11:00 a.m. and provided instructions for those wishing to provide remote public comment via Zoom. ROLL CALL: The clerk called the roll and stated that all five members were present. PUBLIC COMMENT: There were no persons present wishing to provide public comment. Motion 21-296, reappointing Keri Moore to the Snohomish County 2021-0656 Planning Commission Ryan Countryman, Sr. Legislative Analyst, provided a staff report and stated that with this re-appointment nine of the eleven positions would be filled. ACTION: Move to Administrative Matters, General Legislative Session, September 15th to set time and date for a public hearing. 2. Docket XX Action Items 2A through 3A were discussed together. 2.A. Ordinance 21-055, relating to the Growth 2021-0625 Management Act, adopting Future Land Use Map Amendments to the Snohomish County Growth Management Act Comprehensive Plan and amending the Zoning Map to implement changes to the Future Land Use Map (SW7-Marv Thomas) 2.B. Ordinance 21-053, relating to the Growth 2021-0626 Management Act, adopting Future Land Use Map Amendments to the Snohomish County Growth Management Act Comprehensive Plan and amending the Zoning Map to implement changes to the Future Land Use Map (SW5 - Edward Tokarz) 2.C. Ordinance 21-058, relating to the Growth 2021-0627 Management Act, adopting Future Land Use Map Amendments to the Snohomish County Growth Management Act Comprehensive Plan (SW6 - Tom Winde) 2.D. Ordinance 21-056, relating to the Growth 2021-0632 Management Act, amending the Snohomish County Growth Management Act Comprehensive Plan (GMACP) Capital Facilities Plan to update sewer inventory information related to Olympic View Water and Sewer District (CFP1-Olympic View Water and Sewer District) 2.E. Motion 21-289, concerning approval of the 2007 2021-0633 Olympic View Water and Sewer District Comprehensive Sewer Plan Amendment No. 2, August 2019 Page 2 of 4 Planning and Community Meeting Minutes September 07, 2021 Development Committee 3. County-Initiated Comprehensive Plan Amendments 3.A. Ordinance 21-054, relating to the Growth Management Act, 2021-0624 adopting Technical Amendments to the Snohomish County Growth Management Act Comprehensive Plan (GPP21-3 -Technical Corrections) Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report. He responded to questions from Committee Member Mead regarding traffic studies and questions from Committee Vice-Chair Dunn regarding timing related GMA and non GMA actions. Committee Vice-Chair Dunn requested a higher level of detail on the Winde proposal. Steve Skorney, Planning & Development Services (PDS), displayed a PowerPoint presentation and spoke in further detail about the Winde proposal, as requested. Jay Larson, PDS, also provided comment and spoke about transportation analysis regarding the Winde proposal. Mr. Skorney continued and summarized recommended options. Mr. Larson spoke about Cathcart West and responded to questions from Committee Member Mead related to traffic estimates. PDS staff responded to additional questions related to property development. ACTION: Move Action Items 2A through 3A to Administrative Matters, General Legislative Session, September 15th to set time and date for a public hearing. 3.B Ordinance 21-060, relating to Growth Management, 2021-0664 repealing Chapter 30.31D of the Snohomish County Code, amending the Snohomish County Comprehensive Plan, Official Zoning Map, and Chapters 30.21, 30.22, 30.23, 30.25, 30.26, 30.32C, 30.41C, 30.65, 30.66B, 30.67, 30.91A, 30.91D, and 30.91E of the Snohomish County Code to revise mineral resource land use policies and development regulations Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He spoke briefly about a proposed amendment sheet that would correct a typo in the ordinance. ACTION: Move to Administrative Matters, General Legislative Session, September 15th to set time and date for a public hearing. Motion 21-309, referring a proposed ordinance on provisions for 2021-0692 Missing Middle Housing and Housing Preservation to PDS and the Planning Commission Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report. There were no questions from committee members. ACTION: Move to Consent Agenda, General Legislative Session, September 15th for consideration. 5. Motion 21-308, referring a proposed ordinance on Development 2021-0689 Agreements to OHA, PDS, and the Planning Commission Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report.
