Snohomish County Council Planning and Community Development Committee Meeting Minutes Nate Nehring, Committee Chair Megan Dunn, Committee Vice-Chair Committee Members: Stephanie Wright, Sam Low, Jared Mead Ryan Countryman, Senior Legislative Analyst Russell Wiita, Legislative Aide Debbie Eco, Clerk of the Council Tuesday, September 21, 2021 10:30 AM Remote Meeting via Zoom PRESENT: Committee Chair Nehring Committee Vice-Chair Dunn Committee Member Wright Committee Member Low Committee Member Mead Ryan Countryman, Council Staff Frank Slusser, Planning & Development Services Debbie Eco, Clerk of the Council CALL TO ORDER: Committee Chair Nehring called the meeting to order at 10:31 a.m. and provided instructions for those wishing to provide remote public comment via Zoom. ROLL CALL: The clerk called the roll and stated that all five members were present. PUBLIC COMMENT: There were no persons present wishing to provide public comment. ACTION ITEMS: 1. Motion 21-320, convening Board of Equalization 2021-0713 Ryan Countryman, Sr. Legislative Analyst, provided a staff report and stated there are no fiscal impacts. ACTION: Move to Consent Agenda, General Legislative Session September 29th for consideration. Page 1 of 3 Planning and Community Meeting Minutes September 21, 2021 Development Committee 2. Ordinance 21-068, an Interlocal Agreement between the 2021-0677 Snohomish Health District and Snohomish County Department of Emergency Management for Incident Management Assistance within Snohomish County for mass vaccination efforts Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that this ordinance would enable the Department of Emergency Management to receive FEMA grant money through the Snohomish Health District to recover costs with assisting in mass vaccination efforts. He stated this ordinance has been recommended for approval by Risk Management and by the Executive’s Office. ACTION: Move to Administrative Matters, General Legislative Session September 29th to set time and date for a public hearing. 3. Motion 21-334, referring proposed code revisions relating to 2021-0742 increasing exemption thresholds for minor new construction and adopting new categorical exemptions per the State Environmental Policy Act to promote infill development in Urban Growth Areas to the Department of Planning and Development Services Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report and background information. He explained that since proposed changes are merely procedural and not substantive land use changes, the referral is only to the Planning and Development Services Department not to the Planning Commission. Responding to Committee Chair Nehring, Mr. Countryman elaborated on appeal rights/perception vs. practical. Committee Vice-Chair Dunn inquired about improving notice and asked about suggestions for noticing and outreach. Mr. Countryman responded. ACTION: Move to Consent Agenda, General Legislative Session September 29th for consideration. DISCUSSION ITEM: 1. 2024 Comprehensive Plan Updated Scope and Alternatives 2021-0746 Frank Slusser, Planning & Development Services Frank Slusser, Planning & Development Services, provided a detailed PowerPoint presentation and continued discussion from previous Planning Committees about the 2024 Comprehensive Plan Update regarding the Scope of Policy Review and SEPA Alternatives. Page 2 of 3 Planning and Community Meeting Minutes September 21, 2021 Development Committee Mr. Slusser responded to Committee Chair Nehring’s questions related to minor UGA adjustments, higher growth options, growth targets, and contingency plans. Mr. Slusser continued with the presentation and spoke about Draft Land Use Alternatives. He responded to questions from Committee Chair Nehring regarding Alternative 2. Mr. Slusser continued speaking about the alternatives. Mr. Slusser spoke about next steps; moving into scoping and opportunities for public comment. Committee Vice-Chair Dunn inquired about possible impacts to the alternatives from changes that were made to Detached Accessory Dwelling Units (DADUs). Mr. Slusser responded. Committee Member Low thanked Mr. Slusser for all of his work and stated it has been very informative. Meeting adjourned at 11:38 a.m. Page 3 of 3
