CALL TO ORDER:
Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions
for those wishing to provide public comment remotely via Zoom.
ROLL CALL:
The clerk called the roll and stated there were four members present.
PUBLIC COMMENT:
There were no persons present wishing to provide public comment.

Development Committee
ACTION ITEMS:
1. Ordinance 21-106, relating to growth management; amending 2021-1085
development regulations in chapters 30.24 and 30.41 SCC
pertaining to roads and access
Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report and
spoke to two proposed amendment sheets. Mr. Countryman stated that the
Planning Commission and the Executive’s Office recommend approval of this
ordinance. There were no questions from committee members.
ACTION: Move to Administrative Matters, General Legislative Session January
26th to set time and date for a public hearing.
2. Ordinance 22-003, relating to the Growth Management Act, 2022-0007
amending he Population and Employment Growth Targets in
Appendix B and the Urban Growth Area Map and Southwest
Snohomish County Municipal Urban Growth Area Map in Appendix
A of the Countywide Planning Policies for Snohomish County to
Establish 2044 Initial Population and Employment Growth Targets
Ryan Countryman, Sr. Legislative Analyst, provided opening remarks.
Steve Toy, Planning & Development Services (PDS), provided a PowerPoint
presentation and spoke, in detail, about the 2044 Initial Growth Targets
recommended by Snohomish County Tomorrow (SCT).
David Killingstad, PDS, spoke about the recommended sequence of upcoming
Council actions. (found on page 27 of the PowerPoint presentation)
Committee Vice-Chair Dunn asked if SCT made any amendments before
approving. Mr. Toy said no, SCT recommended what the Planning Advisory
Committee (PAC) recommended.
Mr. Toy responded to questions from Committee Vice-Chair Dunn related to
employment projections and to Committee Member Mead related to accuracy of
growth target projections, specifically to South County.
Mr. Countryman addressed additional information included in his staff report. He
responded to questions from Committee Member Mead related to permitting and
specifics related to Silver Firs where growth had been underestimated.
Mr. Countryman responded to additional questions related to alternatives and
amendments. Lengthy discussion ensued. Committee Chair Nehring
suggested drafting an amendment to the growth targets for consideration,
committee members agreed.

Report Review
Dara Salmon & Amy Lucas, Dept. of Emergency Management
Amy Lucas, Department of Emergency Management, shared her screen and
provided the 2020 Hazard Mitigation Plan Annual Progress Report.
Committee Member Low thanked Ms. Lucas for all of her work.
