Snohomish County Council Planning and Community Development Committee Meeting Minutes Nate Nehring, Committee Chair Megan Dunn, Committee Vice-Chair Committee Members: Stephanie Wright, Sam Low, Jared Mead Ryan Countryman, Senior Legislative Analyst Russell Wiita, Legislative Aide Debbie Eco, Clerk of the Council Tuesday, February 1, 2022 10:30 AM Remote via Zoom PRESENT: Committee Chair Nehring Committee Vice-Chair Dunn Committee Member Wright Committee Member Low Committee Member Mead Ryan Countryman, Council Staff Ken Klein, Executive’s Office David Killingstad, Planning & Development Services Debbie Eco, Clerk of the Council CALL TO ORDER: Committee Chair Nehring called the meeting to order at 10:30 a.m. and provided instructions for those wishing to provide public comment remotely via Zoom. ROLL CALL: The clerk called the roll and stated that all five members were present. PUBLIC COMMENT: There were no persons present wishing to provide public comment. ACTION ITEM: 1. Ordinance 22-006, relating to growth management; revising 2022-0073 accessory dwelling unit regulations; amending section 30.28.010 of the Snohomish County Code Page 1 of 3 Planning and Community Meeting Minutes February 01, 2022 Development Committee Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report. He described the Planning Commission’s recommendations and Planning & Development Services Department's proposed Amendment Sheet 1. He stated the Executive’s Office recommends approval along with the proposed amendment sheet. Mr. Countryman spoke about scheduling a possible hearing date and discussed going out to March 9th since March 2nd is already scheduled with Docket. Councilmember Low asked if the public hearing could be scheduled at 9:00 a.m. [instead of 10:30 a.m.] The clerk confirmed that it could be. Mr. Countryman responded to Committee Vice-Chair Dunn’s questions related to current code and mobile homes and discussion ensued. ACTION: Move to Administrative Matters, General Legislative Session February 9th to set time and date for public hearing. DISCUSSION ITEM: 1. Recommendations from the Planning Commission in response to 2022-0103 ideas referred by the County Council in Motion 21-309 to the Planning Commission to promote construction of new missing middle density housing while also encouraging preservation of existing residential units - Ryan Countryman, Council Staff Ryan Countryman, Sr. Legislative Analyst, provided a status update on the pending ordinance related to missing middle and housing preservation. He explained that the Planning Commission has made its recommendation and that the ordinance needs some final touches before it will be ready to transmit to Council to set a hearing. Mr. Countryman displayed a PowerPoint presentation and provided a detailed report describing the proposed ordinance. He responded to various questions throughout his presentation. Mr. Countryman asked the Committee if they would like to see the ordinance back in committee once it has been approved as to form and introduced or send it straight to General Legislative Session to set time and date for a public hearing. Committee Member Wright said she would prefer that it come back to committee since there are so many pieces, it would be helpful to talk through. Committee Chair Nehring agreed and suggested re-scheduling in committee later this month. Mr. Countryman said he should have the final version of the ordinance along with follow-up on some of today’s questions later this week. Page 2 of 3 Planning and Community Meeting Minutes February 01, 2022 Development Committee Mr. Countryman responded to additional questions from Committee Vice-Chair Dunn related to Executive’s Office approval and typical process. Ken Klein, Executive’s Office, commented and wanted to make it clear that the Executive’s Office has not seen or reviewed this ordinance yet. David Killingstad, Planning & Development Services (PDS), echoed Mr. Klein’s comments and stated that PDS will be implementing this ordinance and that Mr. Countryman did reach out to PDS staff early on in the process, prior to sending to the Planning Commission. Mr. Countryman continued responding to Committee Vice-Chair Dunn's questions and brief discussion ensued. Committee Chair Nehring said this would be re-scheduled on the next Planning Committee in mid-February. Meeting adjourned at 11:34 a.m. Page 3 of 3
