CALL TO ORDER:
Committee Chair Nehring called the meeting to order at 10:30 a.m. and provided instructions
for those wishing to provide public comment remotely via Zoom.
ROLL CALL:
The clerk called the roll and stated that four members were present.

1. Briefing on Responses to Docket XXI Public Testimony
Re: Motion 21-147/ECAF 2021-0067
A. 43rd Ave SE Improvement Project - Docket XXI 2022-0164
Informational Briefing - Jay Larson, Public Works
Jay Larson, Public Works, provided a PowerPoint presentation and spoke
about the 43rd Ave SE improvement project.
Mr. Larson responded to questions from Committee Chair Nehring
regarding arterial upgrades and standards. He also responded to
questions from Committee Vice-Chair Dunn regarding plans for locations
of bike lanes.
B. Little Bear Creek Basin - Stormwater Management Action 2022-0165
Plan - Gregg Farris, Surface Water Management Director
Gregg Farris, Surface Water Management Director, provided a
presentation and spoke about the Little Bear Creek Basin Stormwater
Management Action Plan.
Mr. Farris responded to Committee Chair Nehring’s questions about the
drainage regulations in the stormwater manual related to NPDES permits
calling for special consideration in the Little Bear Creek Basin and other
ways regulations in this manual could be revised and improved for
general water quality outcomes.
2. Briefing on 2044 Initial Growth Target Amendment
Ryan Countryman, Council Staff
Ordinance 22-003, relating to the Growth Management Act, 2022-0007
amending the Population and Employment Growth Targets
in Appendix B and the Urban Growth Area Map and
Southwest Snohomish County Municipal Urban Growth Area
Map in Appendix A of the Countywide Planning Policies for
Snohomish County to establish 2044 Initial Population and
Employment Growth Targets
Ryan Countryman, Sr. Legislative Analyst, provided a detailed briefing on
a potential amendment for Ordinance 22-003 related to 2044 Initial
Growth Targets.

Mr. Countryman shared his screen and displayed tables included in his
supplemental staff report. He spoke about Snohomish County
Tomorrow’s recommended initial targets proposed in geographic areas
and the comparison of regional geography shares of population growth.
Mr. Countryman responded to questions from Committee Vice-Chair
Dunn related to the overall proposed allocation and the Snohomish
County Tomorrow process. Committee Vice-Chair Dunn expressed her
concerns and stated she has trouble supporting the amendment.
Mr. Countryman responded to Committee Chair Nehring and spoke about
how setting the growth targets affect the comparison of impacts between
the different land use alternatives.
Mr. Countryman responded to additional questions from committee
members related to timing of noticing and if any cities had requested any
allocation increases.
(Ordinance No. 22-003 has previously been set for a public hearing for
February 23, 2022, at the hour of 10:30 a.m.)
