CALL TO ORDER:
Committee Chair Nehring called the meeting to order at 10:30 a.m. and provided instructions
for those wishing to provide public comment remotely via Zoom.
ROLL CALL:
The clerk called the roll and stated that four members were present.
PUBLIC COMMENT:
There were no persons present wishing to provide public comment.

ACTION ITEMS:
Action Items 1 & 2, Motions 22-131 and 22-132 were discussed together.
1. Motion 22-131, reappointing Daniel Willner of Mill Creek to 2022-0289
the Board of Equalization
2. Motion 22-132, reappointing Kathleen Santti of Mukilteo to 2022-0290
the Board of Equalization
Ryan Countryman, Sr. Legislative Analyst, provided a staff report for
Motions 22-131 and 22-132. There were no questions from committee
members.
ACTION: Move both motions to Consent Agenda, General Legislative
Session April 13th for consideration.
3. Motion 22-148, authorizing the County Executive to execute 2022-0323
an Interlocal Agreement between the city of Granite Falls
and Snohomish County concerning building, construction,
fire plan review and code inspection services
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and
explained that the interlocal agreement (ILA) with Granite Falls would
authorize Planning & Development Services (PDS), which includes the
Office of the County Fire Marshal, to conduct plan review and inspection
services described in the ILA. He said the ILA begins upon execution
and expires on December 31, 2026. The PDS Director has the authority
to amend or renew the agreement one or more times for not more than
10 years. The fiscal impact is to be determined as the city fee is billed on
a fee for services provided basis.
ACTION: Move to Consent Agenda, General Legislative Session April
13th for consideration.
4. Ordinance 22-014, relating to Growth Management; 2022-0276
amending development regulations in Chapters 30.22 and
30.31A SCC pertaining to residential development in the
Business Park zone
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and
explained the proposal to add a new section to the County Code related
to residential development in the Business Park zone.

presentation, and spoke about Business Park Zones proposed code
amendments. There were no questions from committee members
ACTION: Move to Administrative Matters, General Legislative Session April 13th
to set time and date for public hearing.
5. Ordinance 22-016, relating to Growth Management; 2022-0099
promoting construction of new missing middle housing while
also encouraging preservation of existing residential units;
amending existing and adding new sections to Chapters
30.22, 30.23 and 30.42B of the Snohomish County Code
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and
spoke about proposed amendments to the code related to missing middle
density housing.
He spoke, briefly, to the Planning & Development Services’ (PDS)
proposed amendment to the proposed ordinance.
Mr. Countryman responded to questions from Committee Vice-Chair
Dunn.
David Killingstad, PDS, spoke to the proposed amendment sheet
transmitted by PDS and stated the intent is to help streamline
implementation.
ACTION: Move to Administrative Matters, General Legislative Session
April 13th to set time and date for public hearing.
DISCUSSION ITEM:
1. 2024 Update Project Schedule 2022-0358
David Killingstad - Planning & Development Services
David Killingstad, Planning & Development Service, provided a PowerPoint
presentation and spoke about the 2024 Comprehensive Plan update project schedule
and outreach.
Committee Member Low expressed his concerns with helping the public through the
process. He wants to make sure the public understands there is an Executive process,
Planning Commission process, and Council process, and the Council cannot interfere
with the other’s process.
Mr. Killingstad responded to additional questions from Committee Members Low and
Dunn.
