CALL TO ORDER
Committee Chair Nehring called the meeting to order at 10:30 a.m. and provided instructions
for those wishing to provide public comment for both in-person and remote via Zoom .
ROLL CALL
The clerk called the roll and stated that all five members were present.
PUBLIC COMMENT
Gerry Morrier, resident of the city of Bothell, asked questions regarding growth management .
Committee Chair Nehring explained Public Comment is not a question and answer period but
said he would follow up with him to make sure he gets a response to his questions.

ACTION ITEMS
1. Ordinance 22-020, relating to Growth Management; concerning 2022-0390
subdivisions and short subdivisions; amending Chapters 30.23,
30.41A, 30.41B, and 30.91M SCC
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
proposed amendments would increase consistency between the affected
chapters in the Snohomish County Code, including the Comprehensive Plan
and the Planning and Development Administrative Rule 20-1.
Committee Member Low stated that the Council received a letter from
Marshland [Flood Control District], and he asked Ryan Countryman, Sr.
Legislative Analyst, if he would like to address the comments in that letter. Mr.
Countryman said that he believed Planning and Development Services (PDS)
staff has responded to that letter and he deferred to them.
Sarah Titcomb, PDS staff, spoke to the comment letter from Marshland Flood
Control District. Mr. Countryman provided additional comments.
ACTION: Move to Administrative Matters, General Legislative Session May 11,
2022, to set time and date for a public hearing.
2. Motion 22-185, concerning the consolidation of fire investigation 2022-0423
services; authorizing the County Executive to terminate interlocal
agreements limited to the city of Stanwood and city of Arlington and
execute a new interlocal agreement with North County Regional
Fire Authority
Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained
this motion would approve the right to terminate the interlocal agreements for
fire investigation services with the cities of Stanwood and Arlington and
authorize the execution of a new interlocal agreement with North County
Regional Fire Authority to help consolidate services under one agreement.
ACTION: Move to Consent Agenda, General Legislative Session May 11th for
consideration.
