Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Motion 22-516, authorizing the County Executive to sign 2022-1237 Interagency Agreement Contract Number 23-63210-067 with the Washington State Department of Commerce Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that this motion would authorize the County Executive to sign an agreement with the Washington State Department of Commerce to receive a grant of $357,000.00. He said this grant would help fund mandated and discretionary work related to the 2024 updated Comprehensive Plan. ACTION: Move to Consent Agenda, General Legislative Session December 14th for consideration. 2. Motion 22-497, authorizing the County Executive to execute an 2022-1201 Interlocal Agreement between the City of Snohomish, Fire Protection District No.4, and Snohomish County concerning provision of Fire Investigation Services Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that this motion would authorize the County Executive to execute a three-party interlocal agreement (ILA) with the City of Snohomish, Fire Protection District No. 4, and Snohomish County for fire investigation services. He said the ILA would allow the Snohomish County Fire Marshal's Office (FMO) to provide fire investigation services to the City and District on a case-by-case basis when requested and to charge hourly rates identified in Appendix A of the ILA. He said the effective date of this ILA would be the date of execution through December 31, 2026, with extension possible. Motion 22-519, authorizing the County Executive to sign 2019-2022 2022-1190 On-Call Consultant Services Task Assignment No. 4 (OCC19-3-1- (D)) with Berk Consulting, Inc. Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained this motion would authorize the Executive to sign a contract amendment with Berk and Associates related to work on the 2024 updated Comprehensive Plan. He explained that this contract addition for $70,985.00 would include work relating to climate change vulnerability and risk assessment and a suite of mitigation options for consideration as detailed in the Formal Task Assignment. He said the contract would be paid for by a Climate Change Grant provided by the Washington State Department of Commerce. ACTION: Move to Consent Agenda, General Legislative Session December 14th for consideration. 4. Motion 22-522, appointing Neil Pedersen to the Snohomish County 2022-1258 Planning Commission Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that Councilmember Mead nominated Neil Pedersen to an open position representing District Four on the Planning Commission. He explained that although Mr. Pedersen previously served on the Planning Commission, the current nomination is for a vacant position and he would be serving a new first full term for four years from the date of appointment. Discussion ensued regarding terms of Planning Commission Members. ACTION: Move to Administrative Matters, General Legislative Session December 14th to set time and date for a public hearing. 5. Ordinance 22-065, relating to growth management; amending SCC 2022-1149 30.65.220 pertaining to permitted uses in floodways Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that this ordinance would re-adopt code that Ordinance 20-078 unintentionally deleted. Hilary McGowan, Planning and Development Services, presented additional information regarding details of the proposed code correction. ACTION: Move to Administrative Matters, General Legislative Session December 14th to set time and date for a public hearing. Ordinance 22-073, relating to Growth Management and 2022-1246 Development Permit Fees; amending Chapters 30.70 and 30.86 SCC related to application and approval or permit expiration terms and fees associated with permit and permit application extensions, and amending SCC 30.86.400 Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that this ordinance would allow for extensions to certain types of permit applications; make fee revisions; and housekeeping changes. He explained that Proposed Amendment Sheet 1, proposed by the Department of Public Works, would help address special cases involving Department permits. Hilary McGowan, Planning and Development Services, presented additional information regarding details of the proposed code amendments. Discussion ensued regarding additional notice and timing of permits. ACTION: Move to Administrative Matters, General Legislative Session December 14th to set time and date for a public hearing.
