Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 22-076, increasing the number of consecutive terms a 2022-1358 Planning Commissioner may serve from two to three; amending section 2.08.080 of Snohomish County Code Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that this ordinance would authorize an increase in the number of complete consecutive terms a planning commissioner may serve from two to three terms and would make housekeeping changes in the affected section of the Snohomish County Code. Mr. Countryman provided background information on the history of terms for members of the Snohomish County Planning Commission. He said that there were no concerns from the Executive regarding this ordinance. Mr. Countryman and David Killingstad, Planning and Development Services, responded to committee members' questions related to term limits and the term "consecutive". ACTION: Move to Regular Agenda, General Legislative Session January 11th to set time and date for a public hearing. DISCUSSION ITEM 1. Zoning Requirements for Day Care Centers 2022-1366 Ryan Countryman, Council Staff Ryan Countryman, Sr. Legislative Analyst, provided background information and briefly spoke to the memo and presentation provided to Council by the Office of Recovery and Resilience on December 14, 2022. He explained the challenges facing Day Care Providers in both the County Code and the City Code. Discussion ensued regarding zoning requirements, challenges, and possible solutions for Day Care Centers.
