Clerk of the Council Tuesday, February 7, 2023 11:00 AM Jackson Board Room PRESENT: Committee Chair Nehring Committee Vice-Chair Dunn Committee Member Low (remote) Committee Member Mead Committee Member Peterson (not present) Ryan Countryman, Council Staff Peter Camp, Hearing Examiner Lisa Campfield, Asst. Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that four members were present. Page 1 of 3 Planning and Community Meeting Minutes February 07, 2023 Development Committee PUBLIC COMMENT The following people spoke in opposition of Motion 23-022, reappointing the Hearings Administrator. William Lider, resident of Lynnwood, WA Katrina Stewart, resident of Woodinville, WA Linda Gray, resident of Snohomish County Cathleen Gustafson, resident of Snohomish County The following person spoke in support of Motion 23-022, reappointing the Hearings Administrator. Mike Pattison, Master Builders Association ACTION ITEMS 1. Motion 23-020, authorizing the County Executive to execute an 2023-0002 Interlocal Agreement between the City of Gold Bar and Snohomish County Concerning Building, Construction, Fire Plan Review, and Code Inspection Services Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He said this agreement would remain in affect until December 31, 2026 and provides Planning and Development Services with the authority to extend this agreement for up to ten years. He explained the budgetary effect would be neutral because the Fire Marshal's Office would receive an hourly fee-for-service from the city of Gold Bar to recover its costs. ACTION: Move to Consent Agenda, General Legislative Session February 8th for consideration. 2. Motion 23-022, reappointing Peter B. Camp to the Office of 2023-0061 Administrator of the Snohomish County Office of Hearings Administration Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He said that the Hearing Examiner's current term expires on February 18, 2023, and this reappointment would be for a two-year term beginning February 19, 2023, ending February 18, 2025. Discussion ensued. ACTION: Move to Regular Agenda, General Legislative Session February 8th for consideration. Motion 23-043, authorizing approval of Contract Amendment 1 to 2023-0023 the Professional Services Agreement with the CNA Corporation to provide additional consulting services Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained that this motion allows for the CNA Corporation to continue to provide assistance to the Department of Emergency Management. He said the total cost of the work would be $163,000.00 and work would be complete by March 31, 2024. ACTION: Move to Consent Agenda, General Legislative Session February 8th for consideration. 4. Ordinance 23-009, relating to Growth Management; revising 2023-0120 regulations for State-Licensed Marijuana Retail Facilities; amending Snohomish County Code Sections 30.22.100, 30.22.110, and 30.28.120 Ryan Countryman, Sr. Legislative Analyst, provided a staff report and described the proposed changes to the code. Committee Vice-Chair Dunn expressed her support for the Planning Commission's proposal. Committee Chair Nehring asked if there was a reason that the prior permits were conditional use permits and Mr. Countryman explained the background of the permit types with regard to marijuana retail. ACTION: Move to Administrative Matters, General Legislative Session, February 8th to set time and date for public hearing. Meeting adjourned at 11:39 a.m. Page 3 of 3
