ROLL CALL The clerk called the roll and stated that four members were present. Jim Bloss, resident of Monroe Written Comment of Victoria Tchervenski, Jim Bloss and 2023-0669 Clara Hsu ACTION ITEMS 1. Motion 23-213, approve and authorize execution of the Software as 2023-0024 a Service (SAAS) Agreement with Cities Digital, Inc. DBA “CDI” for a document management system Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and authorize the Executive to execute the agreement that would terminate three years from execution with optional renewals of one-year terms for the duration of the County’s use of the system. Ms. Bell said that the initial three-year term has an expected cost of $314,252.00, plus applicable sales tax. ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. 2. Motion 23-193, approving the Consultant Contract between 2023-0506 Forterra NW and Snohomish County for the Development of the Snohomish County Land Conservation Strategy Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and authorize the Executive to sign and execute the contract which shall terminate December 31, 2024, and not exceed $396,435.00. Motion 23-194, authorizing approval of the agreement for 2023-0507 Watershed Certification of the Snohomish County Food and Farming Center Project Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and authorize the Executive to sign and execute the agreement that would terminate on December 31, 2027, with a total not to exceed amount of $24,800.00. ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. 4. Motion 23-198, authorizing the County Executive to execute 2023-0467 Amendment No. 8 to the Professional Services Agreement with J.A. Brennan Associates, PLLC for Master Plan Update and Day-Use Improvements at Kayak Point Park Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would authorize the Executive to execute Amendment 8 with a new total not to exceed amount of $3,277,666.00 and terminate on December 31, 2025. Ms. Bell noted a scrivener’s error within the motion and requested the clerks be directed to correct the error. ACTION: Move to Consent Agenda, General Legislative Session June 14th, with the scrivener's error being fixed, for consideration. 5. Motion 23-211, authorizing approval of Construction Change Order 2023-0546 No. 8 for Meadowdale Beach Park and Estuary Restoration Project Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and authorize the Executive to sign and execute Construction Change Order No. 8 to provide material and labor to construct a new picnic shelter for an additional $247,199.55. Motion 23-212, authorizing the County Executive to sign 2023-0561 Agreement # SWMCC06-23 for Professional Services with Rhithron Associates, Inc. for Benthic Macroinvertebrate Sample Analysis Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and authorize the Executive to sign the agreement that would terminate on December 31, 2027, with a total not to exceed amount of $163,000.00. ACTION: Move to Consent Agenda, General Legislative Session June 7th for consideration 7. Motion 23-216, authorizing the County Executive to sign a contract 2023-0536 with Smith Fire Systems, Inc for fire systems inspection and maintenance services on at various County facilities Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would authorize the Executive to sign the agreement and indicated it would terminate on December 31, 2025, with a total amount not to exceed amount of $567,374.00. ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. 8. Ordinance 23-053, granting a non-exclusive franchise authorizing 2023-0581 limited use of the public road rights-of-way in portions of Unincorporated Snohomish County, Washington to Snohomish School District No. 201 Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the ordinance would grant a non-exclusive franchise to construct, operate, and maintain a telecommunications system within public rights-of-way. ACTION: Move to Administrative Matters, General Legislative Session June 14th, to set time and date for public hearing. Ordinance 23-054, granting a non-exclusive franchise authorizing 2023-0593 limited use of the public road rights-of-way in portions of Unincorporated Snohomish County, Washington to City of Snohomish Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the ordinance would grant a non-exclusive franchise to construct, operate, and maintain a sewer and water system within public rights-of-way. ACTION: Move to Administrative Matters, General Legislative Session June 14th, to set time and date for public hearing. 10. Motion 23-209, authorizing the County Executive to sign 2023-0553 Amendment No. 2 to the Intergovernmental Service Agreement with PUD #1 Of Snohomish County - Customer Service Contract #100076090 Deb Bell, Sr. Legislative Analyst, provided an overview of the proposed agreement and said the motion would approve and authorize the Executive to execute Amendment No. 2 to the Intergovernmental Service Agreement. and noted the total amount payable under this service agreement is $427,000.00, an increase of $52,000.00. Ms. Bell indicated that there is a substitute motion that has been submitted to correct errors. ACTION: Move Substitute Motion to Consent Agenda, General Legislative Session June 14th for consideration. 11. Motion 23-214, approving and authorizing the County Executive to 2023-0563 execute the Right-Of-Way Plan for Alderwood Mall Parkway: SR 525 to 168 St SW; RC1750; UPI# 19-0010 Deb Bell, Sr. Legislative Analyst, provided an overview of the proposed motion that would approve and authorize the Executive to execute the Right-of-Way Plan in an amount not exceeding $70,000.00. Motion 23-223, authorizing the County Executive to sign 2023-0590 Supplement No. 2 to Professional Services Agreement CCF01-22 with Confluence Environmental Company to provide permitting services for the Goodman Creek Culvert Replacement Project Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would authorize the Executive to sign Supplement No. 2 to the Professional Services Agreement, providing additional permitting services with an amended not to exceed amount of $280,957.00. ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. 13. Motion 23-224, authorizing the sale of forty-two (42) units of 2023-0582 surplus ER&R and property management equipment Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and authorize the surplus of 42 Equipment Rental and Revolving (ER&R) units from the Department of Facilities and Fleet with expected revenue of approximately $1,500,000.00. ACTION: Move to Consent Agenda, General Legislative Session June 14th for consideration. 14. Motion 23-229, approving and authorizing the County Executive to 2023-0602 execute the Right-Of-Way Plan for Interurban Trail Improvements: 167 Pl SW to 160 St SW; RC1778; UPI# 20-0058 Deb Bell, Sr. Legislative Analyst, provided an overview of the proposed agreement that would approve and authorize the Executive to execute the Right-of-Way Plan for interurban Trail Improvements in an amount not exceeding $105,000.00. Committee Member Dunn asked if there was a public meeting addressing this Right-of-Way. Kelly Snyder, Director of Public Works indicated that there was.
