CALL TO ORDER
Presiding Committee Member Mead called the meeting to order at 10:00 a.m. and provided
instructions for those wishing to provide public comment for both in-person and remote via
Zoom.

The clerk called the roll and stated that five members were present.

ACTION ITEMS
Agenda items #1 and #2, Ordinances 23-079 and 23-080 were discussed together.
Deb Bell, Sr. Legislative Analyst, provided an overview of the proposed
Statutory Warranty Deeds and the establishment of 28th Drive SE and 169th Pl
SW as new county roads along with detailed information relating to the
engineer’s reports.
1. Ordinance 23-079, approving and accepting a Statutory Warranty 2023-0911
Deed and establishing 28th Dr SE as a new county road
ACTION: Move to Regular Agenda, General Legislative Session August 16th, to
set time and date for public hearing.
2. Ordinance 23-080, approving the acceptance of a Statutory 2023-0914
Warranty Deed and establishing 169th Pl SW as a new county
road
ACTION: Move to Regular Agenda, General Legislative Session August 16th, to
set time and date for public hearing.
3. Motion 23-323, authorizing the County Executive to sign 2023-0887
Supplement No. 4 to Professional Services Agreement CCF04-21
with David Evans and Associates, Inc. to provide design services
for the 36th/35th Avenue West Improvement Project
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the Executive to sign Supplement No. 4 to
the Professional Services Agreement and the requested additional amount is
$23,107.18 with a total amount not to exceed $431,522.33.

4. Motion 23-311, authorize the County Executive to execute 2023-0814
Amendment 6 to The Human Resources Recruitment and
Selection Agreement
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would authorize the County Executive to execute Amendment 6 to the
Human Resources Recruitment and Selection Agreement with NeoGov, Inc.,
which would add the Bulk SCORM (Shareable Content Object Reference Model)
tool for an additional $11,500.00 to the contract.
ACTION: Move to Consent Agenda, General Legislative Session August 23rd
for consideration.
[Clerk Note: Ms. Bell erroneously stated the cost of the Bulk SCROM tool as
$11,500.00. Ms. Bell later reviewed her Staff Report and Amendment 6 and has
confirmed the correct amount is $11,550.00].
5. Motion 23-315, approving and authorizing the County 2023-0854
Executive to execute Amendment 8 to the Master Software
and Services Agreement with Global Tel*Link, for Turnkey
Public Access Phone Services
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the Executive to sign Amendment 8
of the agreement that would extend the term of the contract three
months, allowing for additional time for contract negotiations and seeking
replacement services.

6. Motion 23-332, approving and authorizing the County Executive to 2023-0891
sign Grant Agreement No. 23-2247 with Washington Department of
Fish and Wildlife and Sub-Award Agreement with Adopt-A-Stream
Foundation to Implement Portions of the Transformational
Collaborative Chinook Recovery in Whidbey Basin North and South
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the County Executive, or his designee, to
execute the grant agreement in the amount of $4,700,130.00 and to execute a
sub-award agreement with Adopt-A-Stream for the Woods Creek Restoration
Project. Ms. Bell said that the Department of Conservation and Natural
Resources Surface Water Management (SWM) Division is a sub-recipient of the
National Oceanic and Atmospheric Administration Grant and will receive a total
of $2,602,150.00 and will also conduct grant administration for Adopt-A-Stream
Foundation and Snohomish Conservation District in the amount of
$2,097,980.00. Ms. Bell noted the contract period is from May 1, 2023 to April
30, 2027.
ACTION: Move to Consent Agenda, General Legislative Session August 16th
for consideration.
7. Motion 23-337, approving 2023 Contract S23-92401-422 with 2023-0923
Washington State Department of Commerce for the Weatherization
Program
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the contract in the amount of
$1,424,755.00, which will have no impact to County funds as all costs will be
reimbursed by the grant funds.

8. Motion 23-333, approval of Amendment No 5 to the Agreement for 2023-0910
Services with Charles H. Montange for consultation and
representation regarding Centennial Trail legal rights
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the Executive to sign and execute
Amendment 5 to the agreement for the period of August 1, 2023, through
December 31, 2024, for an additional $135,000.00.
ACTION: Move to Consent Agenda, General Legislative Session August 16th
for consideration.
