Drewel Building & Remote Meeting SPECIAL MEETING PRESENT: Committee Chair Low Committee Vice-Chair Peterson Committee Member Nehring Committee Member Dunn Committee Member Mead Deb Bell, Council Staff Viggo Forde, Information Technology Director Lisa Hillman, Information Technology Deputy Director Cheri Danner, Assistant Clerk of the Council CALL TO ORDER Committee Chair Low called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. Ordinance 23-085, approving and authorizing the Snohomish 2023-0957 County Executive to sign the Interlocal Agreement between Snohomish County and the Tulalip Tribes of Washington to Implement Portions of the Snohomish Cooperative Salmon Barrier Removal Project Deb Bell, Sr. Legislative Analyst, provided a staff report. She said the proposed ordinance would authorize the Executive to sign a proposed interlocal agreement and also authorize the Director of Conservation of Natural Resources to execute amendments under the agreement. Ms. Bell provided details of the agreement and noted that Councilmember Low has proposed an amendment sheet. She explained the proposed amendment and said it is attached to the agenda, included in the ECAF packet [see link 2023-0957]. Ms. Bell noted that there is an error on the amendment sheet citing an incorrect agency and explained the correct agency should read the Tulalip Tribes of Washington. She requested the clerks correct this as a scrivener’s error. ACTION: Move to Administrative Matters, General Legislative Session September 13th, to set time and date for public hearing. 2. Ordinance 23-086, granting a non-exclusive franchise authorizing 2023-0970 limited use of the public road rights-of-way in portions of Unincorporated Snohomish County, Washington to Seven Lakes Water Association Inc. Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the ordinance would grant a non-exclusive franchise and spoke briefly on information related to the engineer’s report. ACTION: Move to Administrative Matters, General Legislative Session September 13th, to set time and date for public hearing. Ordinance 23-088, granting a non-exclusive franchise authorizing 2023-1002 limited use of the public road rights-of-way in portions of unincorporated Snohomish County, Washington to the city of Marysville Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the ordinance would grant a non-exclusive franchise and spoke briefly on information related to the engineer’s report. ACTION: Move to Administrative Matters, General Legislative Session September 13th, to set time and date for public hearing. 4. Motion 23-349, approval of real estate purchase and sale 2023-0939 agreement between Lori Yeaman as seller and Snohomish County as buyer for real property identified by tax parcel number 270805-003-005-00 Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would approve a real estate purchase and sale agreement for the purchase of real property, and authorize the property officer of the Department of Facilities and Fleet Property Management Division to sign necessary documents for the negotiated sale price of $145,000.00. ACTION: Move to Consent Agenda, General Legislative Session September 13th for consideration. 5. Motion 23-377, authorizing the county executive to accept 2023-1003 Supplemental Environmental Project Funds from Port of Everett for Kayak Point Park Pier Water Quality Project Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would authorize the Executive to sign the letter accepting supplemental environmental project funds in the amount of $450,000.00. Motion 23-378, authorizing grant applications to the Washington 2023-1018 State Recreation and Conservation Office for multiple park projects Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would authorize county employees the ability to execute grant agreements, amendments, and day-to-day administration and authorization of property and real estate actions associated with the Recreation and Conservation Office grant applications related to the Inter Urban Trail Rehabilitation Project. Ms. Bell noted the grant request amount is $100,000.00. ACTION: Move to Consent Agenda, General Legislative Session September 13th for consideration. 7. Motion 23-379, approving and authorizing the execution of 2023-0993 Amendment 3 to the Software as a Service (SaaS) Agreement with Rave Wireless dba Rave Mobile Safety Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the motion would approve and authorize the Executive to execute the amendment through the current term of the existing contract for an additional $6,684.93. ACTION: Move to Consent Agenda, General Legislative Session August 13th for consideration. DISCUSSION ITEMS 1. IT Update 2023-1022 Viggo Forde, Information Technology Lisa Hillman, Information Technology Joanie Fadden, Information Technology Viggo Forde, Director of Information Technology and Lisa Hillman, Deputy Director of Information Technology provided a detailed PowerPoint presentation and spoke about the proposed Enterprise Resource Planning System.
