Blacktopping projects - funding Baldwin and 5th Approval of the promissory note in the amount of $228,000.00, accruing interest at the rate of 4.66%. Said note is for the public purpose of Baldwin and 5th Street road projects.  4-years annual payment = $62,588, semi-annual = $31,294 or 5-years annual payment = $51,207 semi-annual = 25,604 b.
