April 18, 2022 South Amherst Board of Public Affairs Storm & Water Minutes Roll Call: Board Members: Zoltan Zoltai, Tom Pellittieri, Mark Leshinski Operator of Record: Dennis Hevener Clerk: Alexandra Sabine Liaison and Council Representative: Jeri Leigh Siss Visitors: Mayor Leshinski Agenda Amendments: Mayor Leshinski added discussion of possible water leak at 6202 Russia Road to new business under water. Approve Agenda: Tom Pellittieri moved to approve the agenda with amendments. Mark Leshinski seconded. The motion passed unanimously. Previous Minutes: Mark Leshinski moved to approve the minutes from April 4, 2022 as written. Tom Pellittieri seconded. The motion passed unanimously. Storm Operator’s Report: Nothing to report at this time. Clerk’s Report: Alexandra Sabine reported that she is still waiting on a response from the EPA regarding the audit violations. She will report back to the board when she gets a response. Completed Tap- In’s: None at this time Pending Tap-in’s: 302 Leonard 130 E Main The board reviewed the financial reports (Exhibit A). Tom Pellittieri moved to accept the financial reports as written. Mark Leshinski seconded. The motion passed unanimously. Old Business: Mark Leshinski requested a status update of the jet rodding on West Main Street. Dennis Hevener stated that we are waiting on Diggers and Great Lakes to coordinate their schedules and confirm a date. New Business: Tom Pellittieri discussed the article in the chronicle regarding sanitary sewers. He asked the mayor if he reached out to Don Romancak as stated in the email he sent and if he heard a response. 1|Page The mayor stated that he left him a message and has not heard anything back. The board asked the mayor to include the SABPA in correspondence regarding sanitary sewers going forward as they will be under the utilities. The board agreed that a unified message needs to be sent to the county. More than one person needs to be contacting the county for a response as the county has claimed that the village is a priority, yet the village was not included in the article. Jeri Leigh Siss stated that the recommended course of action would be for the mayor to communicate with the SABPA prior to communicating with the county so that all can be on the same page. She asked that Don Romancak be at the council meeting next week. The mayor will be responsible to insist that Don Romancak attend the council meeting on Monday. Jeri Leigh Siss would like the clerk to locate the minutes of the conversation held previously with Don. Mayor Leshinski stated that the Village engineer will be at town hall on Wednesday at 11:00 for a meeting and invited the board if they would like to attend. Water Operator’s Report: Dennis Hevener reported that the service on the chlorinator will be on Wednesday April 20, 2022. The actual startup will be on May 1, 2022. Discussion ensued regarding the clarification with Greg Kushner regarding the startup date. The board instructed the clerk to send an email to Greg Kushner to Clarify. Dennis Hevener stated that the risers were installed in the meter pits. There was an issue with the meters functioning properly as the remote was not reading, which Dennis hopes to have resolved Tuesday. Clerk’s Report: Alexandra Sabine reported that the Asset Management plan has been sent to the EPA and there has been a response with some revisions. Dennis and Alexandra will work on these and report back. May 12 Training- Core & Main: Dennis Hevener & Alexandra Sabine will be attending a free training through Core & Main on May 12, 2022. The board reviewed the financial reports. (Exhibit B) Tom Pellittieri moved to accept the financial reports as written. Mark Leshinski seconded. The motion passed unanimously. Old Business: None at this time New Business: Possible Water Leak at 6202 Russia: The owner of 6202 Russia contacted Mayor Leshinski stating that while leveling dirt they noticed a wet spot. The mayor wonders if there might be a leak. The board instructed Dennis to take a chlorine sample off the Catch Basin at the northeast corner of S Lake & Russia. The clerk will check the Russia pit usage to check for a significant increase. 305 E Main Usage: The board discussed the letter from the customer at 305 E Main St. Discussion ensued regarding the water usage and charges associated with the usage. The board would like to inquire with the law director, they asked the clerk to draft the information and send it to the board for approval. They would like the water usage information included as well as an inquiry about charging interest on the current charges on the account. After the opinion of the law director is heard, the board 2|Page would like the clerk to draft a letter to send certified to the customer. They also asked the operator to take photos of the property for our records. The board inquired on the funds obtained from Scrap. $600.60 was obtained from Elyria Recycling & $952.50 was obtained from Reed Salvage. The board would like the clerk to confirm that the money was deposited into a water account since there was confusion on which account it was being deposited into. Mark Leshinski discussed the property of 901 S Lake being sold and the status of the water account. The clerk stated that water is currently disconnected and there is approximately a $300.00 balance. The board confirmed that the balance follows the property so it will need paid before water can be turned on at the property. Tom Pellittieri moved to adjourn. Mark Leshinski seconded.
