April 17, 2023 South Amherst Board of Public Affairs Storm & Water Minutes Roll Call: Board Members Present: Zoltan Zoltai, Mark Leshinski, Tom Pellittieri Operator of Record: Dennis Hevener Clerk: Stephanee Koscho Liaison and Council Representative: Jeri Leigh Siss Visitors: Mayor Leshinski Agenda Amendments: Mark Leshinski added “200 Oakdale driveway status” under Water: Old Business. Approve Agenda: Motion to approve the agenda with amendments by Mark Leshinski. Seconded by Tom Pellittieri. Motion passed unanimously. Previous Minutes: 04/03/2023: Motion to approve the minutes from April 03, 2023, as written by Mark Leshinski. Seconded by Tom Pellittieri. Motion passed unanimously. Storm Operator’s Report: Dennis Hevener  Has been watching & maintaining catch basins.  Waiting for the date of the Vac Truck. o Tom was having trouble getting the Vac company to reply, but he now has a new contact and should have a date within the next day or two.  Digger’s quote for the Russia Road culvert including road repair was just dropped off. Clerk’s Report: Stephanee Koscho  [Made copies of new Digger’s quote for all present.] Digger’s quote total $7,205.46 includes “Repair Asphalt”. Dennis explained that local asphalt factories are not in operation yet – closest locations are Cleveland or Huron/Sandusky area and delivering from that far away will affect the integrity of the materials as they will have more time to cool while enroute.  Nothing else at this time. Completed Tap-ins: None Pending Tap-ins: None Financial Reports (Exhibit A): Zoltan requested information regarding Storm Water Revenue Summary – Charges for Services ($1450.00) under Budget Variance (Unfavorable). Stephanee will investigate and report back to the Board. Tom Pellittieri moved to accept the financial reports as written. Seconded by Mark Leshinski. Motion passed unanimously. Old Business:  (M) Operator Worklist: Nothing for Storm.  Russia Culvert: Continued from discussion during Clerk’s Report. Mark asked if the quote includes Traffic Control. Tom confirmed that Digger’s always provides Traffic Control. Zoltan made a motion to accept this estimate and to proceed with the work. Seconded by Mark. Tom recused himself. Motion passed unanimously. Zoltan looked at possible start dates, considering time for plants to open, and would like to see the project begin around May 1. He asked Stephanee to reach out to Digger’s for scheduling.  Vac Truck: Discussed during Operator’s Report. Tom should have a scheduling timetable within the next week or 2 – aiming for the 2nd week of May. Training will take place on the first day of rental, maybe one day before. All Village catch basins will be included. Vac truck will be dumped at Digger’s. New Business: Nothing at this time. Water Operator’s Report: Dennis Hevener  Kyron Lawson, 205 N. Lake St., requested meter for rental to be updated to the new system.  Chlorinator start-up date is scheduled for April 25 th. Corey Timko will be here that day for training & question time with the company representatives.  Digger’s completed last pieces of N. Lake St. including sidewalks and landscaping. Clerk’s Report: Stephanee Koscho  Alex and Grey are doing well.  Emailed schedule to BPA before sending it to the staff. Financial Reports (Exhibit B): Mark Leshinski moved to accept the financial reports as written. Seconded by Tom Pellittieri. Motion passed unanimously. Old Business:  (M) Operator Worklist: o Mark hates to keep bringing it up, but let’s talk about the Quarry meter again… Curious about cost to dig on the other side of the structure to cut & cap the meter. Discussion suggested it would be close to $3000 or more assuming no issues. Tom explained other needs for the work crew that could cause extra expenses. o GPSing Hydrants & Valves. Was tabled due to weather. Mark would like to get it scheduled. Which brings us to… the Operator’s truck. Dennis has no vehicle to complete the GPS project (or any work away from Town Hall). o Vehicle discussion continued. Jeri Leigh will take it to Council to determine if Dennis is permitted to use a Streets’ vehicle in the meantime.  Rate Study Follow-up: Discussion ensued around the scenarios Mark sent to Corey for comparison. Tom met with Corey prior to this meeting and wants to get this ironed out. He suggested a work session ASAP. Zoltan requested a session this Thursday, April 20 at 8:00pm.  Meter Pit Ordinance Verbiage: Stephanee hasn’t worked on this since Alex started her leave. Tom also needs to review this and update Stephanee.  Water Operator’s Truck: Zoltan suggested using a Crown Vic for now because they were free. Possibly an option for the interim. The current vehicle is not usable as is and is not worth the investment needed to fully repair it. Several scenarios were discussed, including a possible trade with Digger’s. Considering we have no options from the Fiscal Clerk, Zoltan recognized the need to be creative in finding something that will work for now. Mark will look at old RR trucks in Medina and share any viable options. Dennis also talked to Rural Water and they may have 2-3 trucks available when they replace some of their fleet at the end of the year.  200 Oakdale driveway status: Work is complete. 2|Page  Jeri Leigh / Council questions: o Status on 305 E. Main Street. – Have we spoken with the Law Director lately? [Update 4/24/2023: Ordinance was approved to remove the lien from the property, and we will pursue Mr. Harper instead. Paperwork has been sent to the county but is not finalized yet. New property owner has been updated and we will contact him again once the lien is officially removed.] o Mark’s Maps Project: Wanted to confirm that Jeanne was informed of the status for scanning. [Update: Stephanee reviewed emails – Alex did inform Jeanne via email on 4/04/2023 that the maps are ready to be scanned.] Jeri Leigh confirmed that BPA understands that all paper versions will be destroyed once they are scanned. o Valve schedule: Is it scheduled and is it happening simultaneously with the GPS project? Tom answered yes and it will be taken care of this week.  Holland Computers will be burying hard lines this week and we’ll need a quote to repave the parking lot after that is complete.  Mayor: Looking into a feasibility study for sanitary sewers as our most recent one is from 2005.  Mayor: Holding tank had to be pumped twice in 10 days because of a toilet malfunction. Water loss & consumption will go down now that that has been remedied. Mark Leshinski moved to adjourn the meeting. Seconded by Zoltan Zoltai. All in favor. Meeting adjourned at 7:59 pm.
