Storm & Water Minutes
Meeting called to Order at 7:02 PM.
Roll Call:
Board Members Present: Zoltan Zoltai, Mark Leshinski, Tom Pellittieri

Agenda Amendments: None.
Approve Agenda: Motion to approve the agenda by Zoltan Zoltai. Seconded by Tom Pellittieri. Motion
passed unanimously.
Previous Minutes: 04/17/2023: Motion to approve the minutes from April 17, 2023, as written, by Mark
Leshinski. Seconded by Tom Pellittieri. Motion passed unanimously.
Storm
Operator’s Report: Dennis Hevener
Continues to maintain catch basins.
One pending Tap-In.
Still waiting to see if 162 E. Main St. is in fact flooding because of the new sidewalks.
Clerk’s Report: Stephanee Koscho
Updated the Board on a question from the Storm Revenue Summary from the 4/17/23 meeting.
Informed BPA of the EPA complaint on 203 Erie St. The situation has been investigated; Matt
Arnold made a site visit, and he has determined that the resident “is in compliance fully”.
According to our Fiscal Officer, to pay for the Russia Road culvert project, we will need to
reappropriate Storm funds and will have less than $1300 remaining before other quarterly
reappropriations happen. BPA confirmed we will be moving forward as originally planned.
Completed Tap-ins: None
Pending Tap-ins: Davis, 217 Annis. After a lengthy discussion on the map submitted with the application,
and a call to Mr. Davis to confirm the exact tap-in location – he will be tapping directly into a pipe, it is
not a manhole or catch basin. Tom Pellittieri motioned to approve the permit application as submitted.
Seconded by Mark Leshinski. Motion passed unanimously. Zoltan also asked Dennis to look at the work
being done once they begin to dig under the road.
Financial Reports (Exhibit A): Mark Leshinski moved to accept the financial reports as written. Seconded
by Tom Pellittieri. Motion passed unanimously.
Old Business:
(M) Operator Worklist: Requested the Operator to keep an eye on the county’s Annis Road
project and confirm they are not blocking any outfalls.
Russia Culvert: The Clerk emailed Digger’s to discuss a start date. Dennis said the asphalt plants
still have not opened. Tom said they will get it on the calendar.
Vac Truck: No date. Watching a truck in Cincinnati for a possible transfer up here, however,
funds will need to be reappropriated. Stephanee will inquire with the Fiscal Officer for details on
reappropriation steps.
Catch basins at east driveway: Were jet-rodded when the parking lot drainage was repaired.
Dennis suggested covering the basins because they were ¾ full of rocks & debris.
New Business: Nothing at this time.
Water
Operator’s Report: Dennis Hevener
The chlorinator is running as of April 25. Corey met the representatives from PA.
Operator vehicle is empty, letters are removed, it is ready to be sold.
Crown Vic may be available when the new cruiser arrives – no date for that arrival yet. When
that does happen, the car will be modified to look less like a police vehicle and labeled as a
“Water Dept.” vehicle so Dennis is not mistaken for law enforcement.
Clerk’s Report: Stephanee Koscho
Seven seasonal accounts have been turned on in the last 2 weeks.
Meeting with Alex to review several things including Meter Pit Ordinance, inactive account
interest, etc.
Consumption Report – needs to be better explained.
Financial Reports (Exhibit B): Mark Leshinski moved to accept the financial reports as written. Seconded
by Zoltan Zoltai. Motion passed unanimously.
Old Business:
(M) Operator Worklist:
o GPS – will be starting this week or next.
o Sharing of Streets/Service vehicle – needs to go before their committee. Stephanee will
email Jeri Leigh to follow up.
o Tom Pellittieri makes a motion to reimburse Dennis for mileage/usage of his personal
vehicle until another solution is available. Mark made note that the reimbursement will
follow the current federal government mileage rate. Seconded by Zoltan Zoltai.
Hydrant & Valve schedule – Tom & Dennis will meet at the end of this week to begin.
Operator Vehicle – Mark identified 2 options worth considering in Medina. Will revisit if they are
still available after July and a new fiscal period begins.
Sparks meter replacement is scheduled for Wednesday.
Lawson meter upgrade is scheduled for Friday.
New Business:
BPA has identified increases that are necessary to sustain the Village’s water efforts over the
next 3-4 years. Tom made a motion to increase the water rate to $19.00 per 1000 gallons for the
remainder of 2023, plus 3% for 2024, plus 3% 2025, plus 3% for 2026. If RLCWA increases our

cost in the meantime, the BPA will follow suit. Seconded by Zoltan Zoltai. All in favor. Motion
passes unanimously.
Tom Pellittieri makes a motion to increase the Capital Improvement User Fee to $20.00 for the
remainder of 2023 through 2026. Seconded by Mark Leshinski. All in favor. Motion passes
unanimously.
(Stephanee will follow up with Records Clerk to confirm we have all the necessary information
to move forward with the updates on the Water Rates Ordinance.)
BPA requested Stephanee to follow up with Mr. Mishak regarding legal rates to pursue Mr.
Harper.
Zoltan Zoltai moved to adjourn the meeting. Seconded by Mark Leshinski. All in favor. Meeting
adjourned at 7:56 pm.
