Storm & Water
Meeting Minutes for October 2, 2023
Call to order 7:00 PM
• Roll Call was conducted, and present were as follows:
▪ SABPA Board- Zoltan Zoltai (present), Mark Leshinski (present), Tom Pellitteri
(present)
▪ Council Liaison: Jeri Leigh Siss (absent)
▪ Visitors: Mayor Leshinski (present); Guest – None
▪ Water/Storm Operator: Dennis Hevener (present)
▪ Water Clerk: Cindy Knudsen (present)
Agenda Amendments:
• Old Storm Business
o Water Operator's expense reports to approve
o Catch basins at Quarry & West Main
• Old Business Water
o Fire hydrant at Kenwood & East Main
o Water valve at Thompson & Oakdale
Motion to approve agenda with amendments:
• Motion made to approve agenda with amendment. Mark Leshinski moved to approve; Zoltan
Zoltai 2nd. The roll was called and all in favor.
• Motion to approve previous minutes from 09/18/2023: Mark Leshinski had corrections for
the 09/18/2023 minutes to add 685 to Lake St. and correction of the spelling of his name
under water financial reports and water new business; Zoltan Zoltai moved to approve with
corrections, Mark Leshinski 2nd. The roll was called and all in favor.
Storm
Water Operator:
• The catch basin at Quarry & Main has been repaired. The estimated date that it was repaired
was around September 20, 2023.
• 685 S Lake St. - There is no steel plate to cut up. Core & Main has not gotten back to Dennis
with pricing on the riser and grate.
• Issue with MS4 paperwork - Dennis states that he doesn’t have any copies of the paperwork.
Dennis will bring what he has done to the Water Clerk. The Water Clerk will ask Alex questions
on what we need to do to get this completed when she is here next. Water Clerk to follow up
with Zoltan Zoltai on status.
The Clerks report:
• Provided copy of open work orders (Exhibit C)
• Council is requesting an inventory list of materials from Dennis by 11/01/2023. David
Valentine can help with this. Dennis states he has this.
• MS4 report not completed. This was covered under the Water Operators reports.
• Approval of adjustments from September 2023.

Storm Financial Reports:

Mark Leshinski moved to approve. Tom Pellitteri 2nd. The roll was called with all in favor.
Old Business- Storm:
• Zoltan Zoltai made a motion to accept the mileage requisitions reimbursement for the Water
Operator for 235 miles and 464 miles; Tom Pellitteri 2nd. The roll was called with all in favor.
New Business – Storm:
• Movement to eliminate board – Mayor Leshinski stated that it was presented in the council
meeting that they will be drawing up legislation since we will be missing two candidates for
SABPA. No one signed up. This whole idea of eliminating the board they have already looked
into Ohio's revised code. Mayor Leshinski stated for the record that he was not involved in the
whole conversation one bit. This will be in council for legislation to eliminate the board and
they will be looking at an administrator that will have additional duties besides what the
business which the board now conducts. Zoltan Zoltai is curious as to which revised code they
are enacting their actions under, how they will hire and pay for that, and wishes them well
with the new restructuring of the board. Zoltan also stated it was good serving on the board
with Tom and Mark and working with Dennis and everyone here. Mayor Leshinski thanked
everyone on the board for all of their work.
Water
Water Operator:
• Still working on the assets management program. He will get with the Water Clerk and
Financial Officer for parts that he can not complete. Dennis is hoping to have this wrapped up
and sent to the EPA by the end of the month.
• The EPA is requesting to schedule the triennial survey during the week of 11/27 – 12/1. We
need to select a day and time for this. Dennis states that we should be good with the audit.
• Valve on South Lake & Russia Rd – Thursday we will be replacing the main line valve.
• The chlorinator is usually run through September. The chlorinator will be run through
10/10/2023 due to the warmer weather.
• Dennis will be on vacation 10/13/2023 and 10/30/2023 to 11/3/2023. Dennis will talk to Tom
regarding backup since it would be Dan. Dennis will speak with Dan to set this up.
The Clerks report:
• Backflow testing – Customers that require backflow testing but have not sent in results have been
contacted and I am waiting for responses.
• There is a leaky valve at Oakdale & Thompson. Per Dennis, this is on the list to be repaired.
Michelle stated there are funds. Mark Leshinski stated that this was already approved. Dennis
stated that the valve on South Lake Street is being completed first and then they are doing the one
on Oakdale and Thompson because the one on South Lake was worse. Mark Leshinski moved not
to exceed $4500 to replace the valve at South Lake and Russia; Zoltan Zoltai 2nd. The roll was
called with all in favor.
• A valve is covered with asphalt on West Main by the park entrance that needs uncovering per
David Valentine. Dennis stated that he would get Dan to cut that when he is at South Lake. This
needs to be uncovered because it is a mainline valve.

• Mark Leshinski moved to approve, Tom Pellitteri 2nd. The roll was called with all in favor.
Old Business:
• Valve at Thompson & Oakdale - This was covered in the Water Clerks report. Dennis states
that hopefully this will be done one day this week and that we have the materials for the
valve.
• Fire hydrant at Kenwood & E Main – Dennis states that we have a cost for the hydrant. Core
and Main has the hydrant and Dennis will be placing the order for it this week.
New Business: None
