Village of South Blooming Grove Zoning Board of Appeals Public Hearing Thursday, September 24, 2015 7:30 P.M.  Call to order o Chairperson Stuart Greenberg called to order the Zoning Board of Appeals Public Hearing on September 24, 2015 at 7:52 p.m.at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Stuart Greenberg - Chairperson o Sonia Ayala – Member o Peter Piampiano – Member Also Present: o Dennis Lynch, Esq. – Village Counsel o Ciro Gagliardi – Applicant o Linda Gagliardi – Applicant o Gerald Gagliardi – Applicant o Michael Donnelly, Esq. – Applicant Attorney o David Higgins – Applicant Engineer  Business o Gagliardi – Sleep In Hotel application:  Michael Donnelly, attorney for applicant is seeking the following variance for the Sleep Inn Hotel: 1. Height – sign – 21feet 3 inches 2. Height – building – 2 feet 1 inch 3. Height – building – 3 stories 4. Hotel room size – 69 guest rooms less than 300 square feet on real property situated at Section 219, Block 1, Lot 1, said property also known as NYS Route 208.  The applicant submitted proof of mailing along with certified return receipts and returned cards.  Exhibit 1 – Correspondence from applicant’s attorney, David Donovan addressed to Chairman Greenberg and Zoning Board members.  The application was deemed complete by the Board.  The public hearing notice was published in the Times Herald Record.  Exhibit 1 – letter to the ZBA Board from Dickover, Donnelly & Donovan, and attorney for applicant Gagliardi – Sleep Inn Hotel was submitted.  David Higgins of Lanc & Tully gave details of the project, including sewer and well information and discussed the variances being sought.  Village of South Blooming Grove Zoning Board of Appeals Public Hearing Thursday, September 24, 2015 7:30 P.M.  Ciro Gagliardi discussed that the hotel will be an 81 room Sleep Inn Suites brand by Choice Hotels with an enclosed pool. There will also be a 500 square foot conference room. He explained the feasibility of the hotel for local wedding hall overnights, local businesses, Woodbury Commons and West Point. He also mentioned that they were working with a group from Buffalo and that construction jobs and hospitality workers would be local.  Public Comment o Ron Ciafolo, Lee Avenue, Monroe, NY asked about water and sewer. Also, asked about traffic on Route 208. o Bob Corrado, Mountain Road, Monroe, NY asked for the variances to be clarified.  Adjournment o Motion to close the public hearing at 8:07 p.m. made by Member Ayala and seconded by Member Piampiano. 3 Ayes.
