Call to order
o Mayor Jeroloman called to order the Village Board Meeting at 7:00 pm on January 11, 2016 at
the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of
South Blooming Grove, and having a mailing address of Monroe, New York.
Roll call
The following persons were present:
o Robert Jeroloman – Mayor
o John Hickey – Deputy Mayor
o James Mullany - Trustee
o Dorine Sas – Trustee
o James LoFranco- Trustee
Absent
o NONE
Public Comments
o Victor Zammit - inquired if there was anything new or new developments regarding the
annexation of property from the Town of Monroe into the Village of Kiryas Joel. The Mayor
advised that the matter is in litigation involving multiple municipalities. Mr. Zammit inquired
about Village fire hydrants and was advised that they are blue because they are flush hydrants and
do not hold a large capacity of water for fighting fires. He inquired about the development at the
“Lake Anne” property and the mayor advised that the applicant has been issued water well
permits.
o Donna McGoldrick - inquired about the possibility of the Village providing leaf pick-up in the
fall. She advised that strange men have been walking in the street at night at approximately
2:00am and she has contacted the police department. She stated that cars are speeding up and
down the road.
o Debbie Bragado - inquired about a hotel in the Village of South Blooming Grove. The mayor
advised that there is hotel before the planning board for a franchise through choice hotels. Ms.
Bragado inquired about the traffic with this project, and the mayor advised that they will have to
address traffic issues with the NYSDOT and the planning board will review.
o Pete Pampiano - asked for clarification regarding off street parking.
o Vicky Codner - inquired about the speeding issue in the village. The mayor advised that that
village engineer is working on this matter and the village is setting up a device to collect data
regarding same. She did advise that she recently witnessed two traffic stops within the
neighborhood. She inquired about the road sign for Hawthorne Drive. The Mayor advised that

signs are on order. She inquired about solicitation and was advised that this requires a permit
from the Village and she should ask for the permit and/or contact the police and they will inquire
about a permit. Ms. Codner advised that recently mailboxes on her street were vandalized and
she was advised to contact the police department.
Correspondence
o January 5, 2016 letter from resident Daniel Krauss, requesting street lights at Captain Carpenter,
Mangin Road and Peddler Hill Road. The board agreed to contact Orange & Rockland regarding
the cost of additional street lights with LED lights, motion made by Deputy Mayor Hickey,
seconded by Trustee LoFranco, 5 Ayes.
o January 6, 2016 e-mail received from Ken Daubert, Assistant Director of Transportation –
Monroe Woodbury School District seeking a change to lower the speed limit on New York State
Route 208. The board would research if a study has already been completed and will invite Mr.
Daubert to join them at the next Village Board Meeting.

o Deputy Mayor Hickey thanked all for coming to the meeting and appreciates all comments and
implores all to get their neighbors to come to meetings as well.
Abstract
o Motion to adopt the abstract by Deputy Mayor Hickey, seconded by Trustee Mullany; 5 Ayes.
New business
o Resolution No. (1) – Designating mileage allowance of .54 cents per mile. Motion to accept
made by Trustee Sas, seconded by Trustee Mullany. Resolution passed, 5 Ayes.
o Resolution No. (2) – Establishing the polling location and hours of voting for Village Elections.
Motion to accept made by Trustee Sas, seconded by Trustee LoFranco. Resolution passed, 5
Ayes.
o Motion into executive session to discuss contractual concerns by Deputy Mayor Hickey,
seconded by Trustee Sas, at 8:35 pm. 5 Ayes.
